Vebal spat between BJP, MLA Langate
Inter-district recruitment row

JAMMU, Mar 30: The contentious issue of Inter-district recruitment Bill once again created ruckus in the Lower House of State Legislature with members of BJP, JKNPP and JSM exchanging heated arguments with Independent MLA from Langate who was demanding introduction of Bill in the Assembly here.
Soon after the question House this morning, National Conference legislator, Mir Saifullah and MLA Langate jointly raised the issue and drew the attention of the Speaker towards his directions to the government for bringing the controversial Bill in the House. The proceedings of the House remained disrupted for about 20 minutes.
While raising the issue, Mir Saifullah said, "You have already directed the government twice for brining the Bill in the House but it seems that the government is trying to avoid bringing the Bill in the Assembly. Being the custodian of this House, you should do justice with us and direct the government for bringing the Bill in specific time period."
He further said, "The Bill was referred to the Select Committee and all the members have made their recommendations and sign it expect one member. The rule says if the Select Committee made its recommendations, the government has to bring the Bill in the House."
Engineer Abdul Rashid shouted, "Hum Insaaf Chahte Hai. Humari Constituency Mein Bahar Se Log Aa Gaye Hai………………… (We want justice. People from outside have entered our constituency)."
The remarks of the MLA were vociferously countered by the members of the BJP, JKNPP and JSM who were on their feet with Ashok Khajuria shouting "Bahar Kaha Se Aa Gaye. Lakhanpur Ke Bahar Se Thode Aaye Hai………"
A verbal duel broke out in the House with the members of Opposition and MLA Langate exchanged heated arguments.
All BJP, JKNPP and JSM legislators moved towards the front row and vociferously rejected the demand of introduction of Inter-district recruitment bill in the House.
"Whom are you referring as outsiders?" the BJP members hit back asking him to explain if people from other districts in the state have been accommodated in the government jobs why he referring to them as outsiders.
Amid pandemonium and noisy scenes, the Speaker, Mohammad Akbar Lone directed the agitating members to take their respective seats.
The angry Speaker remarked, "Yeh Shalimar Ka Bazaar Hai Kaya. Aap Apni Jagah Par Jayiye. Kaya Makhoal Samaj Rakha Hai…….."
He, however, said "it is a matter which is to be debated in this House.
When MLA Langate again interrupted the Speaker, the latter remarked, "Mujhe Pata Hai Rashid Sahib Yeh Ek Side Aur Aap Iss Side Aap In Sabko Sambal Lenge……………."
"This is only the issue which can divide the state on region and religion lines. It has already been directed that the government would bring this Bill in the House and you must participate in the debate," the Speaker asserted.
Rashid countered and said, "The government doesn't want to bring this Bill."
Speaker remarked, "You presume it. But the rule 77 says if the Bill goes to the Select Committee the report of it has to be tabled in the House. You can raise your objections when there will be a debate over the Bill in the House. You must look into the pros and cons of this Bill. Let the government come up with the Bill. "
He further asserted, "After discussion on the bill the members have the right to present their view point. In addition, if need be as per the rules either the bill would be referred to the select committee or the new select committee would be constituted to look in to the objections raised by the members."
BJP MLAs, Gharu Ram, Bharat Bhushan and Durga Dass shouted, "Hum Garib Logo Ko…………………….."
The JKNPP MLA, Balwant Singh Mankotia suggested, "If the members of the ruling and opposition parties have some objections they can sort out their differences in your office chambers. The issue has continuously been disrupting the proceedings of the House."
Supporting the assertion of his party MLA, Harsh Dev Singh mocked, "Government should first resolve this issue at its own level. It has been creating confusion as its MLAs are resorting to protests while the government has not uttered a single word. It is the ruling party responsible for disrupting the House proceedings."
Saifullah stood up from his seat and said, "Iss Issue Ko Galat Dhang Se Pesh Kiya Ja Raha Hai."
In a bid to pacify the agitating members, the Speaker reads the rule 77 and assured the Bill will be brought in the House soon.
The tough posture maintained by the speaker on restoring order in the house and explaining nitty gritties involved over the passage of the bill pacified the members to a large extent and the order was restored in the house at 10:57.
It may be mentioned here that the issue had already disrupted the House business several times, besides two MLAs, Engineer Abdul Rashid and Abdul Haq Khan were marshaled out from the House on the same issue during this session.
