Opposition stages walk out against job policy
3/30/2010 11:47:44 PM
EARLY TIMES REPORT
JAMMU, Mar 30: The State Government's much publicized employment policy 'Sher-e-Kashmir Employment and Welfare Programme for the Youth' (SKEWPY) today once again came under fire as Opposition comprising Bharatiya Janata Party (BJP), Jammu State Morcha (JSM) and Jammu and Kashmir National Panthers Party (JKNPP) created uproar in the Legislative Assembly and staged a walkout during question hour.
The trouble erupted when the Minister Incharge Labour and Employment, Abdul Gani Malik was replying to a combined question of Harsh Dev Singh and Chaman Lal Gupta. The Minister said that the policy has been meticulously framed to involve youth, including professionals by offering attractive incentives
Expressing his concern, Harsh Dev Singh said, "The ruling party has failed its promise of providing one job each in a family during its election manifesto. It is virtually impossible for youth to fulfill the rigorous criteria for availing the benefits under this scheme. You have assured that the government would examine the rigorous conditions being made in the policy."
He asked, "When are you going to simplify this process?"
He also termed the policy as useless adding that "only few people can take befit from it owing to the rigorous conditions one has to fulfill to take benefit from the policy."
Though the Minister tried to satisfy the member saying the government is contemplating to raise the income slab criteria, yet the JKNPP member was on his toes.
He alleged that the directions given by the Minister are not being implemented on ground level.
Highlighting the problems of the ITI electricians, unemployed engineers, Agricultural Technocrats, he asked the government to redress their problems in specific time.
Senior BJP MLA from Jammu East, Ashok Khajuria remarked "Election Ke Time Aap Ne Kaha Tha Har Ghar Main Ek Deepak Jalayege. Bahut Deepak Jalaliye Aapne. Jab Aap Idher Hote Ho To Kuch Kehte Ho Aur Jab Waha Hote Ho To Kuch Aur Yeh Double Speak Nahi Chalega……"
Taking a dig at the National Conference, he quoted a line of famous Hindi song"Jab Bhi Jee Chahe Nayi Duniya Basa Lete Hai Log, Ek Chahre Pe Kayi Chahre Laga Lete Hai Log…."
He was followed by the JSM MLA, Ashwani Kumar Sharma who said, "When former Chief Minister Ghulam Nabi Azad had resigned from his post, he had maintained that if he continued to his position, 70,000 vacancies would have been filled by him. I want to know whether the government would fill these vacancies."
Mohammad Yousuf Tarigami called for bringing transparency in the selection process and suggested that the viva voce marks should be reduced.
Soon after the issues raised by several MLAs, Abdul Gani Malik said that government would see the demand of simplification of criteria in employment policy.
He also briefed about the measures being taken by the Government to provide job avenues to other technocrats and gave details about the recruitments made by Public Service Commission and Service Selection Board during the past one year. He said the two recruitment agencies are releasing a selection list, almost every day which shows that the recruitment process has been considerably expedited.
Infuriated over the Minister's reply, the JKNPP, BJP and JSM members were on their feet and alleged that the government has adopted causal approach towards unemployment problem.
After a brief protest, they staged a walk-out from the Legislative Assembly.
