| Govt’s ill-designs’ behind delay of local bodies, panchayat elections: BJP | | | Early Times Report Jammu, Mar 31: Bharatiya Janta Party (BJP) MLA Prof. Chaman Lal Gupta has termed the loud statement of the Chief Minister, Omar Abdullah, that Panchayats are the best fora to implement the development agenda as hypocratic and alleged that the ruling leaders, both of National Conference and Congress, who never allowed the free, fair and democratic functioning of these basic democracies. He said their denial to do so, is the cause of many problems including the prevailing all round discontentment and poor results of developmental activities despite massive funding from the Centre. Commenting upon the utterances of the Chief Minister at Machhadi and Bani in Kathua district, Prof. Gupta said that there is lot of difference between the utterances and deeds of these ruling leaders. In this regard, he pointed out that the Congress and NC ruled this state for almost all these years of independence but they never allowed the free flow of Indian Constitution to this part of the country, and taking advantage of the separate constitution and their own laws, they ruled the roost and the entire democratic process was scuttled. The basic democracies including the panchayats, local bodies, cooperative and other such like institutions were made a joke and their elections were never held in time and the entire poll process was manipulated. Moreso, he said these bodies were not empowered by extending the 73rd and 74th amendments of Indian Constitution even after the promises made by the Prime Minister, Dr. Manmohan Singh and also by the Governor, N.N. Vohra in their open statements. Prof. Gupta strongly indicated the leaders of the coalition partnersalleging that their statements do not match with their actions. This was resulting in discontent and disappointment. He further said that the elections to the local bodies and panchayats have been delayed with obvious designs. He alleged that Congress-National Conference have be habitual to play foul with the electoral process. But it was unfortunate that they have not learnt any lesson of their misdeeds in the past including those of 1987 assembly elections which had given birth to militancy and gun culture. Gupta urged upon the Governor to see that how the constitution and laws are being made a mockery in the conduct of elections to the basic democracies. He also impressed upon the democracy loving people to raise their voice against the wrongs being committed especially in the preparation of electoral rolls and play their mite to teach a lesson to these who try to scuttle their rights. |
