| Govt. undisturbed by opposition rant in legislature | | |
Of late the treasury benches seem to take the opposing for a ride.It seems that any amount of noise or breastbeating the opposition members raise it does not seem to wake the ruling coalition out of its slumber.This is what has been going on during the current budget session of the state legislature.Well invariably the opposition members have been seen raising one pertinent or the other issue on the floor of the House.They are seen trying to highlight problems of people.And for doing this they have been taking recourse to various procedures set for it.They raise issues pertaining to people during the question hour.Once they are not satisfied they touch the issuie during the zero hour.Again if they feel dissatisfied they table call attenton motions.And invariably the treasury benches are seen blaming the opposition of wasting time by resorting to disruptions,by raising slogans and by remaining on their feet preventing the business to move smoothly.Who is to be blamed for these disruptions ?Well if the opposition members disrupt the House proceedings who is responsible for it ?It is the Government.Examine one small issue.The opposition members created ruckus in the Assembly for more than two days while demanding restoration of security cover to a former legislator Ghulam Mohiuddin,who is PDP Pulwama District President.The NC and the PDP members,backed by the BJP and the Panthers Party,traded hot words.It was surprising that the Law Minister,Ali Mohd.Sagar,tried to silence the agitated PDP members by telling them that when the PDP was in power security cover to even sitting MLAs had been withdrawn.Does this mean that one wrong done can be rectified by another wrong ?Certainly not.It is again strange when lesser gods have been enjoying security cover what was the Government's problem in deploying a couple of policemen for the PDP leader's security when his father had been killed by militants and the family has been on the hit list of the rebels.It is an admitted fact that over 30 per cent of the police force has been engaged in providing security cover to ministers,legislators,former legislators and inservice and retired bureaucrats.This high percentage of the force having been kept on security duty has caused manpower shortage in the police and that has been the reason for delay in handing over the responsibility of law and order to the state police.It is the duty of the opposition and the ruling party members to discuss issues with a cool mind.It has to be a battle of arguments and not the war of nerves.Examine another issue relating to the plan of introducing inter-district recruitment policy.Consensus on the issue has eluded the House.Even the ruling National Conference MLAs are a divided lot.There is no unanimity of view between the Congress and the National Conference that share power in the state.At one stage the National Conference planned to discuss the issue at a cabinet meeting. Not a genuine decision because the issue does need support from the opposition.Hence the House would have not witnessed pandemonium for days had the Government announced to discuss the matter at a meeting of leaders of all political parties that are represented in the Assembly.It was not done.Possibly the treasury benches needed a situation in which some opposition members decided to boycott the remaining period of the session so that the ruling coalition could transact the business smoothly. If the ruling alliance wanted such a situation to emerge the PDP leadership had provided that opportunity when it \announced to boycott the remaining sittings of the session.
