| Verbal spat between Sagar, BJP | | BJP, JSM stage walkout over reservation for PoK refugees | | EARLY TIMES REPORT JAMMU, Apr 1: The Lower House of State Legislature today witnessed verbal clash between the Minister for Law and Parliamentary Affairs, Ali Mohammad Sagar and Bharatiya Janata Party (BJP) MLAs on a private members bill moved by the BJP MLA from Nagrota constituency. Describing the BJP MLAs as "Shuter Murg," the Minister accused the BJP of trying to divide the Jammu and Kashmir on communal lines by creating confusion in the minds of people. "Aap Log Secular India Ko Damage Kerna Chahte Ho……. Aap Log Mulk Ke Tukre Tukre Kerna Chahte Ho", was the one liner of fire brand Minister of ruling National Conference who was making a statement on the bill moved by the BJP MLA seeking removal of separate flag for Jammu and Kashmir State, on the pretext that in one country two flags should not be allowed. Jugal said that "The state flag of Jammu and Kashmir depicts as if it belongs to a particular party and that the flag has no relevance." Jugal Kishore said. Quoting Shama Prashad Mukharjee's saying 'Ek Vidhan, Ek Nishan, Ek Pradhan' (One Constitution, One flag, and One President), the BJP MLA asked, "Why there is the need of two flags in a State which is an integral part of India?" The remarks of the BJP MLA angered the Minister who stood up from his seat and retorted, "Jammu Kashmir Ek Masla Tha, Hai, Aur Rahe Ga Aur Aap Hemesha Logon Ke Zekhmon Ko Khuredte Reho Gye." He asked the BJP legislators, "Is it in the interest of Jammu and Kashmir to raise such issues? Your policies would keep the state away from rest of the country. Aap Aise Cheezon Ko La Kar Logon Ke Zakham Khured Te Ho." "Aap Log Shuter Murg Bante Ho Jaan Kar Bhi Anjan Ban Jaate Ho," Sagar shouted and alleged, "Your senior party leaders including Atal Behari Vajpayee and Lal Krishan Advani had apologized from the country after the demolition of Babri Masjid." Taking strong exception to the Minister's remarks, Khajuria stood up from his seat and shouted, "Nobody of BJP has apologized for the demolition of disputed structure." A verbal clash broke out which led to pandemonium and din in the House. While the BJP legislators protested against the minister's remarks, Sagar further shouted, "Aap Logon Ko Shor Machane Ke Seva Kuch Aur Nahi Aata………..." The furious Minister asked the agitating BJP MLAs to read the constitution of Jammu and Kashmir. "You would come to know about the importance of the state flag," he said. Referring to the Delhi agreement of 1952, Ali Mohammed Sagar said that "Lok Sabha and Rajya Sabha had also passed and acknowledged the state flag." Amid the pandemonium, the Speaker intervened the asked the BJP legislators to take their seats. The Bill was defeated with voice vote when the BJP MLA pressed it for voting. Meanwhile, dissatisfied with the Minister's reply regarding reservation of seats for refugees from Pakistan occupied Kashmir (PoK), the legislators of the Bharatiya Janata Party (BJP) and Jammu State Morch (JSM) staged a walkout from the Legislative Assembly. Moving another Bill, Jugal Kishore demanded reservation of at least five seats, out of total 24 seats, in the State Legislative Assembly for the PoK refugees. Expressing inability of the government to reserve the seats for PoK refugees since they don't reside in specified areas, Ali Mohammed Sagar said "The refugees have already been given the right to vote which is the fundamental right." "They have not been residing in a particular locality," Sagar maintained. The BJP MLA retorted, "They have been living in the border belt (Kandi) of Jammu region and the government should reserve atleast five seats for their political empowerment." The claims of the Jugal were contested by the Minister who said, "Refugees have been scattered in the state and it would not be possible to reserve five seats for them in the assembly." While the Minister was responding to the queries, all BJP and JSM legislators were on their and assembled near the first row and shouted, "Yeh Sarkar Seats Dena He Nahi Chahte Hai." "Refugees belong to Hindu and Sikh communities and if they have been from some other community (Muslim), they would have been given separate seats in the Assembly," Ashok Khajuria said. The BJP MLA's remarks invited the Speaker's ire who remarked, "Yeh Mulkh Hindu, Muslim, Sikh Sabi Ka Hai….Yeh Hindu-Muslim Ke Baat Nahi Hai." Later, all BJP MLAs accompanied by JSM legislator staged walkout from the House.
