| Marshals in action again; MLA Langate evicted | | Ruling NC members create ruckus, stage walk out | |
ARTEEV SHARMA EARLY TIMES REPORT JAMMU, Apr 1: The action-packed drama was re-enacted in State Legislative Assembly today when a member of House was marshaled out after he tried to disrupt the proceedings of the House demanding introduction of controversial inter-district recruitment Bill. The Speaker Mohammad Akbar Lone, who got irritated by the repeated disruption in the proceedings of the House by Independent MLA from Langate, Abdul Rashid Engineer, ordered the Marshals to evict him. The action triggered walkout by three MLAs of the ruling National Conference. The high-pitched drama disrupted the House proceedings for 42 minutes during Question Hour. Earlier, two MLAs including Abdul Rashid Engineer and PDP MLA Abdul Haq Khan were marshaled out from the House over the same issue on March 17. The trouble began at the very outset of the Question Hour when senior NC legislator, Choudhary Ramzan raked up the issue vis-…-vis inter-district recruitment. The NC MLA said, "Though the Government had assured that it would bring inter-district recruitment Bill, yet it has not introduced the Bill in the House so far and only two days are left for current budget session. We have apprehensions that the government would not bring this Bill in the House." His remarks was supported by the MLA Langate, Engineer Abdul Rashid who remarked, Aab Hum Sach Bolte Hai To Bhi Juth Lagta Hai………." The Speaker, in a bid to pacify the agitating members, said, "Let us wait for April 5 when the government business is to be conducted." Harsh Dev Singh, Leader of Panthers Legislature Party mocked, "Yeh Inki Party Ki Ladai Ban Chuki Hai…… They have quoted the rule 77 which suggests that the original mover can again bring this Bill in the House and Speaker cannot give directions." The Speaker, on lighter note, remarked, "Jab Rule Suggest Karta Hai To Mere Upar Mat Daliye……" One of the agitating member said, "Aap Convention Karva Leejiye." Harsh Dev countered and said, "Convention Waha Hogi Yaha Rule Silent Hoga. Yaha Rule Khud suggest Karva Raha Hai…….." Intervening, the Minister for Law and Parliamentary Affairs said, "The Bill was referred to the Select Committee and we have already held discussions with the representatives of different political parties and some of them have expressed apprehensions regarding the rights of a particular community. Let the consensus reach and our government is on job." Even the Minister's reply could not satisfy the agitating members who continued to create ruckus in the House. Harsh Dev Singh said, "Aap Apne Ghar Ki Ladai Ko Ghar Mein Hi Settle Kar Le. Yeh Khud Hi House Ko……………………" Sagar further said, "The concern of MLAs is genuine and we are trying to evolve consensus and they should also understand the compulsions of the government. Bear with us." While the ruckus on this issue was still on, to catch the attention of Speaker, Engineer moved to the well speaking against the inter-district recruitment at 9:43 a.m and shouted, "Do justice with our people. Hum Kaha Jayege Agar Yaha Insaaf Nahi Milega. We are not against any region of the State and we are just demanding our rights." While NC MLAs, Choudhary Ramzan, Mir Saifullah and Khafeel-ur-Rehman were on their feet, Rashid continuously agitated the cause alone inside the Well." He also criticized the members of treasury benches for maintaining "silence". He remarked, "Sher-e-Kashmir Ko Yaad Karo. Aap Log Time Pass Karne Aaye Ho. It is not the way to redress the problems of the people who have voted for us. Koi Matalab Nahi Rah Jata Yaha Par Baithne Ka………………" While the Speaker allowed continuing the proceedings of the House, the angry MLA had heated arguments with the Ministers particularly with Ali Mohammad Sagar and Surjit Singh Slathia. He further said, "Har Cheez Ke Liye Dehli Ka Aashirwad Chahiye Unki Direction Chahiye. Log Aapko Kupwara Mein Aane Nahi Denge. Pathar Marege………………." Amid the pandemonium, the Speaker directed the Minister for Tourism, Nawang Rigzin Jora, who was replying to a question, to sit down and said, "As suggested in the Rule 77, the government would bring the Bill in the House." The order in the House could not restore and the MLA Langate continued to create noisy scenes. "You had assured the same in the last assembly session but the Bill has not been introduced despite the fact few days are left for current budget session," Rashid said. The House proceedings continued amid din and the MLA continued to raise his concern vociferously. After seeing smile on the face of the Speaker, he said, "Speaker Sahib Ko Maja Aa Raha Hoga…." Jora, who was responding to a query regarding the Dal preservation, came under the fire of the MLA who remarked, "Aap Dal Ko Galiya Nikal Rahe Hao………………. You are telling lie." Though the NC MLAs, Khafeel-ur-Rehman and Mir Saifullah tried to calm down the MLA Langate and went up to him personally asking him to take his seat, the agitating MLA refused to take the seat and even exchanged heated arguments with them. At this point of time, 40 minutes had been passed since he was protesting inside the Well. The Watch and Ward Staff offered him a glass of water. Agitated over the government's "non-responsive" attitude, he shouted, "Humare Log Suicide Kar Rahe Hai……" The Speaker responded, "Suicide Karne Ki Kaya Baat Hai………………….." Failing to catch the attention of Speaker, the MLA tried to snatch the booklet of the reporting staff of the Assembly. When the Watch and Ward Staff came to action and prevented him from doing it, the MLA even threw the papers laying on the table in front of the Minister for Medical and Technical Education, R S Chib. While the Watch and Ward Staff was preventing the MLA, three NC legislators, Choudhary Ramzan, Mir Saifullah and Khafeel-ur-Rehman joined the angry MLA and started shouting slogans. The BJP, JKNPP and JSM objected the demand of the agitating legislators and gathered around the front row at around 10:05 a.m. A verbal duel broke out in the House between the MLAs opposing the bill and those of supporting the ban on inter-district recruitment. At this point of time, there was complete chaos in the House with Opposition MLAs, except the PDP members who have boycotted the House proceedings, raised slogans against the government. At 10:09 a.m, the Speaker stood up from his seat and directed the agitating members to take their respective seats. Mir Saifullah said, "You are the custodian of this House. Injustice is being done with our people………" The Speaker retorted, "All the Opposition as well as the members of treasury benches so far have extended full support to conduct the Business in the House smoothly but you people are disrupting the House proceedings at the end of the session. The PDP leaders, who are not in the House, had also extended full support for smooth conduct of the Business. I have already directed the government for bringing the Bill in the House. Why you people are hell bent to divide the Jammu, Kashmir and Ladakh into pieces? You should work for keeping all the regions intact." Khafeel-ur-Rehman interrupted the Speaker and tried to make a point which was objected by the Speaker who said, "Have the courage to listen. It is a big issue for the government and it is not easy job." The MLA Rashid was not satisfy with the Speaker's statement and trooped towards the Well yet again. He also tore the papers and threw the pieces towards the Speaker. As Engineer Rashid refused to relent despite Speaker's repeated directives, the next command from the Chair was for the marshals to evict him from the House. Later, Khafeel-ur-Rehman, Mir Saifullah and Khafeel-ur-Rehman also staged a walkout in protest against the action. Senior BJP MLA, Ashok Khajuria remarked, "Government Naam Ki Koi Cheez Hi Nahi Hai (There is no government in the State)."
