No society or state can hope to gain prosperity or seek progress till she secures a safe environment. In simple terms, in the absence of peaceful atmosphere due to weak law and order, threat of a civilization's collapse grows imminent. This is a bitter truth what history has told us and stored for us to view since age and alas despite all such available materials at hand, we are still wandering like a rudderless ship do, learning nothing to bring any change in us. The law and order issue is a state government issue who employs and then deploys its own force to wield law, sticks, guns and other whatever possible means to enforce law to provide a sense of security to each individual regardless of sex, age, colour, creed, race etc, just to stop, check or eradicate human rights violations. Hopefully, no other country in the world needs to remember this lesson of history than India, a country of cosmopolitan character, where a minor issue of trivial importance becomes a national issue after exploding either due to religious politicization or vice-versa, have sought an over haul reforms of its police force- the guardians of law and order and national security. The role of the police, thus has acquired a greater significance but yet the desired reforms to lift the living standard, functioning, working condition of the policeman is quite beyond satisfactory level to feel boast of. That is why, from whom we expect miracles, when fails to deliver to a citizen's demanding expectation, we the citizens paint a hostile image of every policeman irrespect of the fact that one may or may not have come across the policeman, hardships, problems and working scenario. The police is sandwiched between the political zealots personal interests and bureaucratic red tapism often fails to rise above the level of inefficient parameters despite the fact that capacity to deliver within a unbridled liberty is afforded. This results in poor accountability to the public. Recently, to extract more from the police, for the welfare of the masses, our J&K chief minister Omar Abdullah, has announced in the ongoing assembly session that outdated 1927 police act will be replaced soon. Earlier too there have been no dearth of commission reports and recommendation, like Dharamvira committee, the Malimath committee, the Sorabjee Committee, to name a few, but still such reports and panels fail to bring any sea change. Even wonders in shaking off the colonial legacy of Indian police system. In fact, terrorists attack on the parliament in New Delhi, militants daring but futile invasion at J&K assembly in Srinagar and horrible 26/11 Mumbai terror attack are few among out numbered lethal and horrible attacks, becoming an eye-opener for the politicians to act in haste to strengthen the police weaponry just to save their own skin but not that too of a common citizen at the expense of poor plight of a policeman who delivers 24 hours x 365 days at a stretch without fail. Theoretically, a policeman is afforded 2 ½ days extra wages but in return to his wages, his energies are squeezed like a lemon is squeezed to throw him away. Theoriticity is no where near pragmaticity. There is a hell difference. One unintentional bad act shadows ninety nine good virtous act of a policeman. Pressure remains round the clock on every police official irrespect of one's rank and file. Although it is another matter that such level of pressure varies with respect to status, hierarichal position and personal capacity of fore bearance and tolerance.
