21 Private Members Bills moved in LA,
4 introduced, 7 rejected, 9 withdrawn, 1 sent to SC

EARLY TIMES REPORT
JAMMU, April 1: As many as 21 Private Member’s Bills were moved in the Legislative Assembly today. Of these, 4 Bills were allowed to be introduced, 7 rejected, whereas 1 bill was sent to Select Committee (SC) and 9 Bills withdrawn after assurance from the Government.
The Bills which were allowed to be introduced included a Bill to amend the Code of Criminal Procedure, Samvat, 1989 moved by Mir Saifullah; a Bill to amend the Jammu and Kashmir Panchayati Raj Act, 1989 by M Y Tarigami; a Bill to amend the Jammu and Kashmir Code of Criminal Procedure, Samvat, 1989 by Jagdish Raj Sapolia and a Bill to establish and incorporate an Open University, sponsored by Hemkunt Foundation, a registered Trust at Jammu, for the introduction and promotion of Open University and distance education system on the educational pattern of the country and for the coordination and determination of standards in such system moved by Charanjit Singh.

The Bills, which were rejected, included a Bill to amend the Jammu and Kashmir Houses and Shops Rent Control Act, 1966 moved by Chaman Lal Gupta, a Bill to provide education, scholarship and hostel facilities upto College and University level and to provide employment to the children of the victims of militancy in the State of Jammu and Kashmir after completion of their education, moved by Mir Saifullah; a Bills to amend the Constitution of Jammu and Kashmir (Amendment) Bill, 2010, (L. A. Private Member’s Bill No.38 of 2010) and (L. A. Private Member’s Bill No.39 of 2010) moved by Harshdev Singh, were also rejected.
The Bills, including the Constitution of Jammu and Kashmir (Amendment) Bill, 2010(L. A. Private Member’s Bill No.51 of 2010), and the Constitution of Jammu and Kashmir (Amendment) Bill, 2010 (L. A. Private Member’s Bill No.53 of 2010), both moved by Jugal Kishore were also rejected.
The Bills, which were withdrawn by the concerned Members after assurance from the Government included a Bill to amend Jammu and Kashmir Requisitioning and Acquisition of Immovable Property Act, 1968 (L. A. Private Member’s Bill No.45 of 2009) moved by Charanjit Singh, a Bill to amend the Code of Criminal Procedure, Samvat 1989 (L. A. Private Member’s Bill No.3 of 2010) and a Bill to amend Jammu and Kashmir Land Revenue Act, 1939 moved by Mir Saifullah, a Bill to provide for Protection of Agriculture Sector, safeguards to ensure remunerative prices for agricultural procedure and restraint on distress sale of agriculture produce by farmers(L. A. Private Member’s Bill No.11 of 2010) and a Bill to provide for the Constitution of the State Commission for Protection of Child Rights and Children’s Courts for providing speedy trial of offences against children or of violation of child rights and for matters connected therewith or incidental thereto(L. A. Private Member’s Bill No.14 of 2010) moved by Ch. Mohammad Ramzan and Mir Saifullah, a Bill to amend Jammu and Kashmir Right to Information Act, 2009(L. A. Private Member’s Bill No.19 of 2010) and a Bill to provide for the establishment of State Council for Teacher education with a view to achieving planned and coordinated development of the teacher Education, system throughout the State, the regulation and proper maintenance of norms and standards in the teacher education system and for matters connected therewith(L. A. Private Member’s Bill No.20 of 2010), both moved by Mr. M. Y.Tarigami and the two Bills moved by Jagdish Raj Sapolia regarding amendment of Jammu and Kashmir Agrarian Reforms Act, 1976 (L. A. Private Member’s Bill No.42 of 2010) and a Bill to amend the Alienation of Land Act, Samvat 1993(L. A. Private Member’s Bill No. 43 of 2010).
However, a Bill to provide for the establishment of a Residential and Technical University in the State of Jammu and Kashmir to offer Islamic, Scientific, Technical and other education, as also to usefully utilize the surplous finance of the Jamiat-e-Ahli-Hadith and its associated Trust as Salfia Muslim Educational and Research Trusts and Wakaf Tanzeem and for matters connected therewith or incidental thereto (L. A. Private Member’s Bill No.23 of 2009) moved by Mir Saifullah was sent to Select Committee for consideration.
