Congress-NC fail in blunting separatists' campaign

Early Times Report
Jammu, April 2: Central intelligence agencies and senior functionaries of the security forces are said to have conveyed to the Union Home Ministry their worry over the failure of the mainstream political parties in blunting the anti-India campaign being launched by the separatists in Jammu and Kashmir.Informed sources said that the senior functionaries of intelligence and security agencies hold mainstream political parties responsible for the increasing political vacuum in the state, especially in the Kashmir valley.
In this connection these agencies have referred to repeated attempts being made by the separatists in launching peoples' resistence movement while protesting against incidents of human rights violations and have conveyed to the centre that leaders of these mainstream political parties, especially those in the National Conference and the Congress, had not taken any step to counter the campaign by organising mass contact programme or by organising public meetings and rallies.
These functionaries have conveyed to the Union Home Ministry that the system of governance in the state had witnessed a downward curve with the result the separatists have been able to win the support of fence sitters and those who had been earlier supporting some mainstream political parties in Kashmir.Reports said that it was not befitting to crush the peoples' resistence movement by strict action by the security agencies which could prove counter productive.
According to these reports, the centre has not been quite happy with the functioning of the NC led coalition Government in Jammu and Kashmir because there is no perfect coordination between the two parties and in the absence of effective leadership the ruling coalition has not been able to fulfill its obligations and responsibilities. Intelligence agencies have conveyed to the centre that the state had witnessed effective political leadership during the time Mufti Mohd.Sayeed and Ghulam Nabi Azad were the Chief Ministers. It was during their tenure that the separatists were not able to incite people to take to the streets with the result the dimensions of the law and order were not as serious as as they are at present.
And the Congress led UPA Government is being suggested to issue clear directions to the state Chief Minister and his cabinet colleagues on do's and dont's they need to follow so that the ongoing campaign by the separatists was blunted.Political analysts are of the opinion that the ruling coalition be asked to close their ranks so that a political campaign was launched against the separatists and against those that incite people to take to the streets which could create a situation in which the security forces were not called for dealing with public protests. The security forces be simply asked to tackle the activities and plans of militants.
