Early Times Report

Jammu,April 4: Following reports that between 2,000 and 3,000 miliants have been brought on the launching pads across the LOC and the International Border in Jammu and Kashmir the Army authorities have deployed adittional troops for plugging those routes that were being used  by the militants for infiltrating into the Indian territory.
Army sources said that reports from across the border had revealed that agencies were trying to push into Jammu and kashmir as many groups of militants as possible so that the marked drop in the incidents of violence was made up by kicking up bigger violence. The sources said that as part of the measures for foiling infiltration bids the troops have installed more sensors on the entire border for monitoring the movement of militants.
In reply to a question the sources said that during the last two months more than 18 infiltration bids had been foiled by the troops. But despite this some militants had managed to infiltrate into the state which was evident from the way the security forces eliminated more than 16 militants, most  of them belonging to the Lashkar-i-Toiba,in Rajouri district during the last one week.
Asked how the militants succeeded in infiltrating into the state when the troops were quite alert the sources explained that in north Kashmir the border fence had been damaged at a number of places because of heavy winter snow. These militants walked over the damaged fence to enter into Kashmir. In addition to this agencies have taught the militants the teachnique for using plastic ladders for crossing over the fence. In some pockets on the International Border militants had snapped the fence to enter into the Jammu sector.
However, the sources said that even if a handful of militants managed to infiltrate into Jammu and Kashmir there was nothing to worry about it."We have taken in hand adequate steps to prevent militants from infiltrating into Jammu and Kashmir,"the sources said adding that even those who succceeded in entering into the state were being eliminated later. In this connection the sources referred to the gunfight between the security forces and the infiltrators in Rajouri district in which over 16 militants were killed.
Police said that agencies across the border were worried over the drop in the incidents of violence in the Kashmir valley. At one stage these agencies had directed militants, operating in Jammu and Kashmir,to lie low so that the peoples' resistence movement could create added problems for the state Government in particular and India in general. But when the peoples' resistence movement and the one staged by those pelting stones on the security forces petered out these agencies decided to push into Jammu and Kashmir bigger groups of militants so that violence peaked with the rise in the temperature.
