| JCC, Civil Sectt employees join strike, work paralysed | | | EARLY TIMES REPORT JAMMU, Apr 5: Normal work in all government offices and Public Sector Undertakings (PSUs) across the State got crippled as the employees' organizations under the banner of Joint Consultative Committee (JCC) and Civil Secretariat Non-Gazetted Employees Association (CSNGEA) also went on strike today. While it was the third day of employees strike led by Employees Joint Action Committee (EJAC), the strike got new impetus with the joining of JCC, an amalgam of several employees association, and CSNGEA even as the administration cited its inability to do so owing to paucity of funds. The employees have been demanding release of arrears of Sixth Pay Commission and enhancement of retirement age from 58 to 60 years, besides fulfillment of other demands. All government offices and educational institutions reported thin attendance of the employees and the agitating employees took out protest rallies on tehsil and district headquarters to pressurize the administration for fulfilling their demands. Barring emergency services, health services across the region also remained affected as the Out Patient Departments (OPDs) services were closed and para-medical staff stayed away from its duties. The patients from far-off places had to face multiple problems due to closure of OPD services. Hundreds of Civil Secretariat employees suspended their work and staged a day-long dharna in front of State Legislature Complex shouting slogans against the ruling coalition government. They accused the government of backtracking from its commitments being made with the employees. Interestingly, senior BJP leader and MLA, Ashok Khajuria also staged a dharna outside the legislature complex to express solidarity with the striking employees. Nazir Ahmed Mir, president of CSNGEA said, "Over 3500 secretariat employees and gazetted officials suspended work in all the departments of the secretariat to impress the government to concede their demands and to express their resentment against the government." "The Cabinet Sub-Committee has been playing a wrong role and creating misunderstanding between the employees and the government," the leader alleged, adding, "The chief minister Omar Abdullah should himself look into the demands being raised by the employees." The press statement issued by the JCC claimed that complete strike was observed on first day of seven days 'Kaam Chodo Hartal.' In Jammu district, the leaders of state government under the banner of the JCC visited several office complexes including forest, Government Medical College, Dental College, Geology and Mining Department, PWD, Excise and Taxation, Sheep Husbandry, PHE, DC Office and other offices in the city and addressed the employees. The JCC representatives alleged that the State Government has failed to implement the agreement carried out with the JCC thrice on February 2, 2010, August 19, 2010 and March 19, 2010. "We have exempted emergency services in hospitals and also labour room services in maternity centres. With these exceptions, all government offices, schools and other departments are completely closed today," said a representative of the JCC A senior EJAC leader claimed that work in all Government offices and PSUs remained paralyzed in all the 22 districts including Resident Commissioner's Office and Kashmir House New-Delhi. He accused the Government for backtracking from the commitment/agreement made with the employees' representatives on August 19, 2009 and alleged that it has failed to fulfill the principally agreed demands of the employees. The striking employees warned the Government against the "anti-employees" and "anti-workers" attitude and appealed the administration to immediately concede the demands of the employees failing which next course of struggle would be announced. The employees have been demanding release of arrears of Sixth pay commission with effect from January 1, 2006, release of pending 5 per cent HRA, issuance of order for regularization of all temporary, adhoc, consolidated, contractual employees and daily rated workers before and after 1994, removal of pay anomalies of various cadres, enhancement of retirement age from 58 to 60 years and conversion of COLA into DA of PSUs.
