'PDP boycotted House as Omar is behaving as Boss': Beigh
High drama over Inter District Recruitment Bill

JAMMU, Apr 5: The State Assembly today witnessed high drama of sorts over Inter District recruitment amendment Bill twice when government tabled it with apparent hiccups, forcing the opposition to take on ruling regime in a vehement manner. While BJP and Panthers Party termed it as anti SC move, the main opposition PDP described deference of Bill for discussion under 'dramatic circumstances' as worst example of 'match fixing'. The controversial amendment bill also became a reason for extending the House by a day as the Speaker announced that it will be taken up for consideration on April 9.
Even though as per the scheduled calendar of the Budget session, today was the last day of the proceedings, the tabling of the Inter District Bill without allowing discussion obviously meant rescheduling the calendar at last moment. The Bill did find mention on the priority business of the day. The Law Minister Ali Mohammad Sagar also got up to follow the mandatory steps of tabling only to be interrupted suddenly by the Speaker Mohammad Akbar Lone who directed that it will be taken up at the end of the proceedings in post lunch session. Interestingly, the PDP, which boycotted the proceedings of the House for the last few days had come with the only purpose of ensuring smooth passage of the Bill, anticipating that given the controversial nature, it would envisage voting as well. However, the deference of the consideration for the afternoon session in a dramatic and 'unwarranted manner' left the PDP disappointed.
The second session saw moving, tabling and smooth passage of very vital Bills coupled with discussions on the amendments by some members. The Inter District Bill which was kept in the last did stir some anticipated action and movement in the House when the PDP waiting outside the House suddenly entered when Speaker indicated it to be tabled. Law Minister did repeat the same 'ritualistic'; move , again to be interrupted by the Speaker, this time announcing winding up of the day's proceedings and Bill be taken for consideration on April 9. While Congress and NC, both ruling parties and other allies watched this 'drama' in complete silence, BJP and Panthers Party MLAs created furore before leaving the House, raisng anti government slogans. "SC Virodhi Sarkar Hai Hai……Chor Bazari Nahi Chalgi…….Tanashahi Nahi Chalegi./……Ek Jhatka AUr Do…..", the members of both these parties kept raisng these slogans while NC, Congress members made a quick retreat and PDP MLAs kept wondering, almost taken unawares.
Later, outside the House, veteran PDP leader Muzaffar Hussian Baig termed the action of Speaker to adjourn the House just after tabling of the Bill on inter district recruitment as glaring example of match fixing. Former Finance Minister said that members of his party especially came in the House to support the Bill which was already approved by the Select Committee of all parties.
"It is very unfortunate that House was adjourned till April 9 just after tabling of such an important Bill which required a threadbare discussions and debate as well as voting ", Beigh said while addressing media persons outside the Legislative Assembly.
"We had announced boycott of the budget session but we especially came to support this Bill. We were not expecting that the government would enact such a sordid drama on this important issue", he said, adding, "by such an action the State Government has once again undermined the authority of highest democratic institutions like Assembly".
Taking on the Chief Minister Minister Omar Abdullah Beigh alleged all through the session CM behaved like a part time tourist Chief Minister."He came in the Assembly today and we hoped that some serious business would be conducted in the House because important Bills including one related to inter district recruitment listed in today's business…PDP leader said regretting that instead of gauging importance of this Bill, the government has once again played dirty politics on this issue. "Instead of adopting such undemocratic means to undermine the legislature the government should rather allow members of its coalition partner Congress to vote on this Bill as per their conscious ", Beigh said but hastened to add that National Conference even stifling voice of Congress members and behaving as boss of the Congress.
He lambasted the ruling National Conference was launching vicious propaganda against PDP especially in Kashmir Valley on this issue. "National Conference has issued advertisements in some Valley based news papers in which PDP was blamed for inter district recruitment", he said and pointed out that process of inter district recruitment was started after directions of the Supreme Court in a judgment on 10 February 2004.
"Instead of providing justice to the people who have been affected by the on going process of inter district recruitment, this government has been trying to further widen the regional divide to petty political gains", he regretted and added that ruling National Conference has been thriving on divisive politics by raising regional and religious frenzy in the State. "It is historical facts that National Conference has always played divisive politics to further its political gains", he regretted and pointed out that since formation of this government NC has been trying to give regional and religious colour of all issues.
Coming down heavily on NC Beigh alleged that since 1947 NC has been bartering interests of the people of Jammu and Kashmir just for the lust of power. "Their accord with different points of time in the past with Congress has only proved that it further alienated people of Kashmir from the national mainstream".
Beigh further elaborated that PDP had not announced boycott the Assembly just for security. "Our protest is against behaviour of Chief Minister who is treating himself as Boss the Assembly", he said and reminded the ruling party that Chief Minister as well as Cabinet were subordinate to the Legislature. "In the parliamentary system a Chief Minister and Ministers remain on their chair as long as they enjoy confidence of the House", he said and added that Chief Minister is not above the House. "We had announced boycott on principles but today we especially came to support the Bill', he said.
