Early Times Report
Jammu, Apr 6: To get all industrial sheds and other closed industrial units vacated by the security forces, the government has started bearing fruit after more than 20 such units cleared of the occupation during the last 10 months. Chief Minister ,Omar Abdullah has constituted three standing committees at the state and the divisional level for monitoring the progress of the plan. These committees have been asked to examine those units which could not be r evived on one reason or the other so that those closed units could be allotted to new enterpreneurs. The Government has suggested to these standing committees to examine the viability of each unit so that measures were taken to revive those units which could go in for production of those items which have a local market. After the centre restored various incentives for the industrialists the state Government wished to t ake advant age of it.Official sources said that during the last one month a number of industrialists had shown interest in setting up units in Jammu and Kashmir after they learnt that the central Government had extended the period for incentives for another 10 years.
Sources said that in this very context the Government is keen to make available the land and sheds in the industrial estates for the new enterpreneurs. Hence the drive for shifting security forces from these units to other areas.
During the last seven years, there has been a strong demand from people and political leaders for vacating all private and Government buildings occupied by the security forces. They also demanded withdrawal of troops from the orchards and the agricultural fields occupied by them despite the fact that the Ministry of Defence raised the rents for the land and the houses, under Army occupation,by 10 times during the last five years the political leaders tried to seek advantage from this demand.
When the NC-Congress ruling coalition discussed the issue it was decided that the industrial sheds and the units under the occupation of security forces be cleared on priority basis. The idea behind this move was to provide technical and financial help to the enterpreneurs who had been forced to shut their units with the rise in the militancy related violence.was since 1991-92 that various Government buildings, hospital and school premises, orchards and agricultural fields had been occupied by the security forces, including troops,in various parts of the state. This was done to provide safe shelter for the security forces after their number had increased with the rise in the militancy related violence.
