| 'Private schools to consult parents before enhancing Fee' | | | EARLY TIMES report SAMBA, Apr 7: Saying that Education is the vital ingredient for changing the socio-economic profile of any society, the Minister for education, Peerzada Mohammad Sayeed has stressed upon Chief Education Officers and Zonal Education Officers to conduct frequent inspections of institutions falling in their respective jurisdictions, and added that there shall be no compromise on the quality education. The Minister was speaking at one-day Zonal Education Officers Conference of Samba and Kathua districts here this morning. During one-day Conference, the participants put forth various suggestions for improvement of education standard in the twin districts. The Conference was attended by Secretary Education, G. A. Peer, Deputy Commissioner, Samba, Sourab Bhagat, Director Education, Jammu, Zahida Khan, Chief Education Officers and ZEOs of both the districts. The Minister directed Secretary Education to personally monitor the tour diaries of concerned officers and stressed for stern action against was defaulting officers. Peerzada said that primary goal of the coalition Government was to provide quality education to the future generation, as it was pivotal for achieving J&K hundred percent literacy rate in the state. He warned that teachers and lecturers who fail to register desirable results in their respective subjects would be retired prematurely. He added that even CEOs and ZEOs would hold responsible for poor results. The Minister said that frequent monitoring of education institutions by its superiors in Kashmir valley have shown good results in 10th and 12th Board examinations and added that this practice would continue in future also. For ensuring quality Education, he said that directions have already been passed to withheld the increments of teaches/lecturers whose result are not upto the mark. The Minister said that after expansion of education sector to Sarvea Shiksha Abhyan (SSA), the Government is now focusing on the consolidation of infrastructure including creation of better educational environment and adequate teaching facility in these institutions. He said that to rationalize the teaching staff, a new transfer policy has been already framed. He directed CEO to engage lecturers for purely on the basis of academic arrangement, wherever, the need arises, well before the commencement of academic session. Referring to the complaints about unprecedented fee hike by private educational institutions, the Minister said that ZEOs have been empowered to de-recognize these institutions. He said under the direction of Apex Court, the management committees of these institutions have been asked to frame association of parents and any fee hike would be affected in consultation of these associations. He said that Government has made it mandatory upon the Pvt. Institutions hike the monthly fee only at the start of academic session and that too if the parent association and concerned officers found it necessary. He said that ZEOs also check the CBSE affiliated schools. He said for the benefit of teachers and non teaching staff, all the recruitment rules is being modified to provide better promotional avenues to both sections of employees.
