| Confederation warns against ban on Inter-district recruitment | | | EARLY TIMES REPORT Jammu, Apr 7: Demanding Scheduled Castes (SCs) and Scheduled Tribe (STs) be kept out of purview of ban on inter-district recruitment, leaders of SC/ST/OBC communities under aegis of All India Confederation of SC/ST/OBC organizations strongly warned government of wide agitation and worst consequences in case anti-SC/ST/OBC law is passed. R.K. Kalsotra, President said that their demand of continuation of inter-district recruitment is just, genuine and constitutional and the intention of state Govt. to excludes the SC communities from the purview of this ban on inter-district recruitment after ignoring the other reserved classes like Scheduled Tribe and OBC is unfair and unjust. He alleged that in valley the successive governments failed in developing the Scheduled Tribes educationally which led to the scarcity of adequately qualified ST candidates thus further caused the accumulation of large number of vacancies which were being de-reserved and utilized in open categories which is against the constitutional grantees of reservation. We suggest that ST community should also be kept out of the pusssict recruitment bill under hard pressure from few legislators from valley was lastly introduced in the state Assembly on the last day of current session. However, the Assembly Speaker has called a special session on 9th April to hold a debate and decision over this bill. The reserved classes due to their no or negligible population in the valley may have a considerable benefit of the inter-district recruitment provision started by the previous Govt. However, the Kashmir based political parties/representatives including two ST ministers have favoured this bill which has irked the sense of dis-satisfaction among the members of reserved categories in particular. Roshan Din Choudhary, Vice President, while speaking on the occasion said that it is very unfortunate and unbecoming of the two Kashmir based ST Ministers for supporting this controversial bill and asked them to refrain from the same for the sake of their communities. Zabeer Ahmed Bajjar, State Secretary, said that Confederation has decided to hold huge protests at all districts headquarter to register their resentment against the ban on inter-district recruitment and would also observe black day today onwards by wearing black badges. He further said that with the current approach it is becoming obvious the two coalition partners in the present Govt. would belie very soon the manifesto and mandate of Sheikh Mohd. Abdullah and Indian National Congress (INC) party both of whom claimed to be the champion of depressed and marginalized classes. Harbans Lal, D D Dogra, Romesh Sarmal, Tanwir Ahmed, Romesh Chander, M.K.Badyal and Haq Nawaz also spoke on the occasion.
