| No smooth sailing for ruling coalition | | | Ever since Omar Abdullah led Government assumed office about 15 months ago the going for it has not been smooth.One event leading to turmoil and one incident resulting in a bigger conflict or controversy.For over six months it had to deal with peoples'resistence movement which culminated in series of stone pelting incidents in which several people were wounded.Killing of one boy during these stone pelting incidents caused moment of added worry to the ruling coalition.Earlier the Shopian rape and murder case threw new light on the failure on the part of the state agencies to unravel the truth.Instead truth was buried deep in concoction and calculated mischief.Even when the mystery behind the rape and murder of two women was unfolded it led to a bigger turmoil.Though the senior functionaries of the National Conference and the Congress went on swearing to strengthen the spirit of the coalition the two sides drifted apart.It seemed to be a coalition of convenience than of conviction.The two differed on various issues.The two differed on the Permanent Resident(Disqualification)Bill that had been introduced in the legislative council.It was when the Congress realised the mistake of having supported the introduction of the Bill in the Council that it resorted to damage control exercise with the help of the central Government.The issue had become so sensitive that the Congress leadership had conveyed indirectly to the National Conference that there was no question of supporting the controversial Bill.If there was an uproar in the public and political circles it was the creation of the mishandling of the matter by the ruling coalition.After this issue the state and especially the legislature was rocked by the controversy over inter-district recruitment.The issue had divided both the Congress and the National Conference.Initially the National Conference was in favour of lifting the ban on inter-district recruitment but when several party legislators were found staging protest after protest the party leadership had to succumb to the pressure.The Congress was a divided lot because a major section of the party leaders was in favour of ensuring that the reservation quota for the scheduled castes and the scheduled tribes was not affected while imposing ban on inter-district recruitment.The Bill alongwith amendments from the Congress and the Panthers Party has been introduced and its fate will be decided on April 9.While the State Government was trying to grapple with various political,economic and allied problems the employees'strike over nonpayment of the 6th pay commission arrears paralysed the functioning in all the major Government offices.The Government had expected the centre to come to its rescue.In this context the Chief Minister and the Deputy Chief Minister visited Delhi for pleading with the Prime Minister that the centre should help the state Government by releasing over Rs.4000 crores needed for clearing the 6th pay commission arrears.The centre had its reservations because during the last over six years it has been very liberal to Jammu and Kashmir state by even meeting 80 per cent of the employees' wage bill.This left the Government with no option but to impose Essential Services Maintenance Act.The imposition of the Act may further bring the two sides on a coallision course.But employees were not to be totally blamed because the state Government had promised them that the arrears would be released in due course of time.Apart from these vital issues that added to the aches of the ruling coalition was the failure of the Government,despite its repeated pronouncements,to take in hand measures that would have made the frequent road accidents,in which scores of passengers lost their lives during the last one year,a thing of history.Road accidents continued to play havoc with peoples'lives in Doda,Kishtwar,Poonch and Rajouri districts.
