Appointing former JU VC as VC of CU Jammu will be suicidal

JAMMU, Apr 7: Things in Jammu are deteriorating at a rapid pace. The state government employees are up in arms against the government. The imposition of ESMA has not deterred them. The SC and ST communities are up in revolt against the government. They are opposing the move to ban inter-district recruitment. The refugees from POJK and of 1965 and 1971 are protesting against the official policy towards them. They are organizing massive demonstrations, confronting the police and demanding adequate compensations, besides reservation in government jobs. The situation in Jammu, in short, is far from normal.
As if all this was not enough to make the task of the government rather difficult, a number of Jammu-based groups, including a few student organizations, have joined hands and floated Jammu Central University Morcha (JCUM). Its single-point agenda is to ensure the appointment of a Jammu-based academician as Vice-Chancellor of the Central University of Jammu. On Tuesday, it organized a sit-in in front of the State Raj Bhawan to registered its protest against the reported move of the authorities in the state and at the Centre to impose persons like former Vice-Chancellor of Jammu University Prof Amitabh Mattoo and Sidiq Wahid, Vice-Chancellor of Islamic Technical University, Kashmir, as Vice-Chancellor on the Central University of Jammu. It also sent a comprehensive representation to the President of India and Human Resources Development Minister. It, in addition, threatened a movement in case its demand is rejected.
Sources close to the teaching community in the Jammu University further reveal that there is widespread resentment among the teachers over this reported move. They feel that the appointment of persons like Prof Amitabh Matttoo as Vice-Chancellor of Central University of Jammu would be a deliberate affront to their self-respect. "It would be the insult of the talented Jammu-based academicians", some of the perturbed university dons have told the Early Times on condition of anonymity. Besides, they have questioned the rationale behind the move to appoint such person as Amitabh Mattoo as Vice-Chancellor of the new university, who "bungled" as Vice-Chancellor of the University of Jammu and "converted this institution of learning into a den of intrigues" and "who punished the talent" and "rewarded sycophants and intriguers". They, like the newly floated JCUM, want the authorities to "appoint a Jammu-based academician as Vice-chancellor of the Central University of Jammu, which the people got after protracted struggle".
Why are the JCUM and others opposing the reported move of the authorities to impose Prof Amitabh Mattoo as Vice-Chancellor on the Central University? They are opposing him on several grounds and these are the grounds on which a senior university don had opposed him in writing on 30th August 2007.
These were: (1) "in my long career served under different Vice Chancellor of University (almost all except Professor Bhan), I have never earlier felt the kind of anguish I am feeling now. For past five years I have been contributing my mite in pointing out the problems in the system, yet my intervention has been taken in the negative light".
(2) (One teacher, "who was a lecturer till early 2004 rose to become Reader in March 2004 and Director IQAC (in the grade of Professor) in September 2005. In 2006, (the said official) was nominated as a member of Syndicate. In January 2007, (the said official) was further rewarded with the plum position of Director Colleges as additional charge. (This) is not a singular case. Similar cases of phenomenal rise of a few more teachers and officials close to you (Amitabh Mattoo) can be cited".
(3) "That there is a coterie playing a powerful role in the University functioning is common knowledge. The fear, however, is that this coterie may be unduly accommodated against important administrative positions thereby jeopardising the future of the University. Credence to this fear has been given by the recent selection of a key member of coterie, a lecturer till November 2005 and promoted to the position of Reader in December 2005. In less than twenty months he has been found suitable to become a Professor. Even with the back date effect given to him for the position of Reader under CAS he did not have the requisite experience of five years to become Professor. The fact that two experts who came to select him as Professor were the ones who had come to select him as Reader, does not help in warding off the feeling that his proximity to you, rather than his outstanding academic contribution has led to his sudden rise".
