It has not only been issuing guidelines to the Heads of Departments and the faculty members but also assessing, evaluating and grading the performance of the teachers. So much high profiled has been the office of the Director IQAC (held by a female official) that it has even dwarfed the office of the Dean Academic Affairs who is not only the senior most academician of the University but officiates as the Vice-Chancellor in the absence of the Vice-Chancellor…” “IQAC is not the only example of extra-constitutional structure of power. In last few years, a new vocabulary has come into vogue. The ‘consultants’, who are either the retired Professor or are people from outside the University system, have come to play a key role in University decision-making. Apart from these newly recruited younger people who seem to hang around you (Amitabh Mattoo) all the time and seem to be playing important role in the University functioning. They enjoy greater clout in the University as compared to many senior functionaries”. “…Most of the meetings of the Heads of Departments in recent times have been held in situation of crisis and that too to endorse the decisions already taken by you (Amitabh Mattoo)”. “De-institutionalisation of the well-established structures on the one hand and the centralisation of the authority on the other, has led to many new tendencies, ‘Reward and Punishment’ being the most prominent one. To get even what is due, one has to indulge in your personal appreciation…” (8) “Over and above the institutional interest and many a time in contradiction to it, the person of Vice-Chancellor is projected higher to the institution. The University is being used for your personal aggrandizement…It is projected even to the level of absurdity…” (9) “All this has led to the misplaced priorities. The internationally key parameters of a University system: viz, Teaching and Research have become a huge casualty in your time…The academic environment is at its worst…Examination system is another glaring example of misplaced priorities. In the last five years it has deteriorated a lot. Ad-hocism has taken its toll…For MA programme, the students almost approach the end of one semester before the result is declared for the earlier semester. There are cases where the result of one of the semesters is declared after the examination of the earlier semester takes place…” (10) “One example as to how academics comes as your last priorities can be seen from the total negation of the role the most important academic organ of the University, the Academic Council…This body is so sidelined that its last meeting took place after a gap of 17 months…” “The professional ethics is no more important…Plagiarism is a serious academic misconduct, an offence but is not taken much notice of and in fact is being officially promoted. It has not happened.” “Backdoor entries to favour people close to you have been taking place. Three liaison officers have been appointed on ad hoc basis and their selection has not been done on the basis of wide publicity. Worse, the positions they are holding are advertised in a manner to suit the incumbent candidates”. “Section 30(3) of the University Act provides that ‘The professor of the University Department senior to all other Professors shall be the Convener’ of the Board of Studies. However, in Economics, the position of the Convener Board of Studies is not held by the senior most Professor of the Department…A well established norm is to appoint the Head of Department among Professors by seniority in rotation. This norm has been violated twice in History (Depatment)…” (14) “The person selected for the position of Controller of Examination has been appointed as Director Academic Staff College – a position for which he is not qualified at all.
