Unruly scenes in LA as PDP resorts to scuffles, clashes
Bill ensuring ban passed , 8 % reservation for SCs to stay

JAMMU, Apr 9: The NC led coalition government today managed passage of the controversial Bill paving way for imposition of ban at the inter district recruitments across J&K state, albeit providing with 8 % reservation of jobs for Scheduled Caste community, even as Opposition PDP created ruckus and unruly scenes and even resorted to violence while hurling mikes and turning tables in the House, objecting to denial of permission for debate over the issue. The Bill was passed by voice vote amid uproarious scenes and complete chaos by PDP MLAs. The mover bars the candidates from various districts across the state to apply in any district other than where they originally belong to but 8% reservation for SCs would stay, a pre condition of the main alliance partner Congress for ensuring smooth passage of the Bill.
The last day of the Budget session, which was in fact earmarked and extended only for the purpose of this Bill, witnessed chaos and disorder when PDP demonstrated tough resistance while the Speaker Mohammad Akbar Lone in a spur of moment announced voting by voice of the members before PDP could create hurdles in its passage. What infuriated PDP was the resistance of the Speaker to allow senior leader Muzaffar Hussain Beigh to speak over the issue. Already on toes, as PDP members kept insisting, the Speaker paying no heed rushed through the steps of passage of Bill. While an upbeat coalition on treasury benches, Panthers Party , the original mover of the amendment bill seeking 8 % reservation and even BJP which was opposing this ban made retreat from the House, it was only the PDP members who created ruckus by throwing chairs and tables on the staff of Assembly secretariat and marshals while they stopped their forcible entry into the Well.
The amendment to the bill was moved by Law and Parliamentary Affairs Minister Ali Mohammad Sagar, immediately after the House assembled for the day. Earlier, Jammu and Kashmir National Panthers Party (JKNPP) leader Harshdev Singh and Congress MLA Ashok Kumar and Abdul Majid Wani had also sought the amendment. They also spoke to subtantaite their point while supporting reservation for the SC community, a provision which was objected to by the PDP. Peoples Democratic Party members were on their feet as they were opposed to the amendment and wanted a blanket ban on inter-district recruitment with no reservation for any category. In the sequence of events that ensued unruly scenes, it was first PDP
legislator Zulfikar Choudhary who wanted to speak but he was asked by his own senior colleague and former Deputy Chief Minister Muzaffar Hussain Beig to sit down. Amid all this BJP members also stood up shouting slogans.
Losing no time, amid this uproar, Speaker Mohammad Akbar Lone said he would put the bill to a voice vote following which the treasury benches shouted a loud "yes".
"The bill is passed," the Speaker declared even as PDP resorted to mayhem resulting in complete pandemonium and loss of order in the House.
Infuriated over the resistance of the staff, PDP members also entered into scuffles with the assembly secretariat staff and marshals. One of the officers, apparently hurt in the scuffle, was seen covering the face with handkerchief. The clashes continued for some time while the agitating PDP brigade hurled abusive language against the Speaker and raised slogans against the government. Apart from leader of Opposition Mehbooba Mufti and senior leader Muzaffar Hussain Beigh, those who were on the forefront of protest throwing furniture and tearing papers were Javed Mustafa Mir, Abdul Gaffar Sofi, Moulvi Iftkhar ANsari, AR Veeri, Nizamuddin Bhat, Syed Basharat Bukhari, Syed Bashir .
