| EJAC calls for 'complete lockout' on Apr 12 | | | EARLY TIMES REPORT JAMMU, Apr 10: Toughening their stand against the government's alleged suppressive tactics, Employees Joint Action Committee (EJAC), an amalgam of several employees' unions, today announced "complete lockout" in all government and Public Sector Undertakings (PSUs) across the Jammu province on the pattern of Kashmir region from April 12. The Committee has also decided to change its proposed 'Secretariat Chalo' call on April 12 in view of arrest of its prominent leaders. The employees has resolved to give 'court arrest' on this day as a mark of protest against the government's "dictatorial" and "repressive" tactics to crush their voice. However, the stalemate between striking employees and government continued with the strike entering its seventh consecutive day. The strike has also completely paralysed the normal functioning in all government offices, educational institutions, hospitals and civil secretariat. Meanwhile, seven employees were arrested by the police for violating various sections of Essential Services Maintenance Ordinance (ESMO) in Jammu region. While the working in all the government offices virtually came to standstill on seventh day, the administration claimed that nearly 70 to 85 per cent employees particularly of essential public services like health, education and other related departments resumed their work in respective offices thereby indicating marginal impact of employees strike. "We have received complaints that maximum of the employees come to the office only to mark their attendance and do not work at all. Stern disciplinary action would be initiated against such employees which would be either suspension or even termination," Pawan Kotwal, Divisional Commissioner Jammu said. He, however, expressed satisfaction that baring few instances of absence from offices, functioning in other offices especially health sector is smooth and normal. Kotwal claimed that as per the Principal GMC, Jammu about 350 patients were examined in emergencies, 250 in OPD besides all minor and major operations and other laboratory investigations are also being conducted as per routine practice. He said all the DDO's and treasury officer have been given strict instructions to deduct salary of employees who do not report back to duty or mark attendance and avoid work. Sources informed that the leaders of EJAC held a secret meeting and decided that a complete lockout would be observed from April 12 in Jammu province and employees would not attend their offices like Kashmir and civil secretariat employees. The leaders also took serious note of alleged harassment of the employees by the police in the name of checking of attendance in different offices. The leaders also condemned the "misbehaving" with women employees by the police personnel and warned that it would have serious ramifications. Two top leaders of EJAC, who were detained by the police yesterday, were admitted in hospital after they complaint of some chest problem. Ram Kumar Sharma and Pardeep Kumar were admitted by the GMC hospital and Sarwal hospital respectively for medical treatment, after they developed some chest problem. Ram Kumar was admitted at the Emergency wards of the GMC for medical treatment under police custody while another EJAC leader Pardeep Kumar has been admitted at the Government Sarwal hospital. Reports from different parts of Jammu region maintained that the government office reported thin attendance and work was completely paralyzed. The attendants of patients in all the hospitals in Jammu city and its outskirts including Government Medical College & Hospital Jammu complained that no attention was being paid to hygiene and cleanliness and the wards were littered with refuse and dirt.
