| To break deadlock, govt may approach Centre with a begging bowl | | A cat, which cannot catch mice, scratches pole in frustration | | EARLY TIMES REPORT JAMMU, Apr 10: Sheer incompetency and poor administrative skills have emerged as the distinctive features of the politically bankrupt Omar-led coalition due to its inefficiency to handle employees' strike, which has crippled government functioning and led to the total lock-out of civil secretariate - the seat of power in the state. There is no one to work in offices for the past one week, stifling the routine government business. Even the draconian ESMA and anti-employee posters in local dailies have proved to be ineffective. Undeterred by the fear of arrests under ESMA, employees continued holding anti-government protests, demanding release of sixth pay commission arrears. However, to break the deadlock, Omar Friday made almost a last ditch effort when speaking in the legislative assembly, he invited the striking employees for talks. It showed that the government was now caught between the rock and the hard surface, especially when the union leaders had rejected Omar's offer, saying they did not want talks; they only wanted sixth pay commission arrears. They said this government was not upright and just as commitments made by it in earlier talks were not fulfilled, forcing them to adopt the path of agitation. Given the government's failure to end the strike, the fresh offer for talks is like "khisyani billi khamba noche" (a cat, which cannot catch mice, shall scratch the pole in frustration). It also proved that Omar's bark does not match his bite because he had been warning the striking employees of the harshest action if they did not end their agitation. When no pressure tactics worked, Omar made a fresh offer for talks. The union leaders, however, promptly refused to participate in any talks, terming them reduntant. Under such a situation, the government was left with no option other than rushing to the Centre with a begging bowl. The government must also realise that snuffing out opposition by newspapers with the use of power was against democratic norms.
