JAMMU, Apr 10: (15) "There are cases of violation of norms in selection process. Procedures have not always been properly followed. At a point of time the practice of screening of candidates by the HOD was abandoned. The Panel of Experts is not always adhered to. The duplication of the Experts, interview after interview, is a common practice. What is worse, dissent within the selection committees is not allowed to be noted and many a time selection has been deferred only to avoid noting dissent".
(16) "There seems to a financial anarchy taking place. Money is raised and spent in a manner that raises many questions: The saga of construction of the University Auditorium is a well-known one. What is the source of money being raised from the Civil Society other than the B Ed colleges? The practice of raising money from the B ED colleges needs to be questioned…Does receiving money from these colleges not amount to encouragement of corrupt practices?"
(17) "Every function of the University is Extravaganza. For a poor state like J&K can we afford to spend huge amount of public money for showcasing the University? It is important to know as to how much money is being used for public relations and how much for the teaching and student community? …One lecture of your (Amitabh Mattoo's) was printed and circulated in whole of University. What was the need to spend one lakh rupees on the procurement of fossil from Kashmir? And what has happened to it?"
(18) "Why has the visibility of expensive vehicles suddenly increased? How many vehicles did the University possess five years back and how many vehicles do we have now?"
19 "What was the number of ad hoc employees five years back? What is the number now?
Why (it) is so that some departments and individuals are favoured financially? While we have been struggling to get two bills cleared of official assignment of M Phil examiners for last few years (one in case of the actual amount of money spent by the examiner on taxi and the other in the case of the examiner traveling by air as per his entitlement…there is a case of a young lecturer, presently on extraordinary leave, being paid air fare to travel twice from Delhi to Jammu to attend convocation on 10th July and later rescheduled convocation of 15th July".
These were only some of the several such charges of one of the university dons against the then Vice-Chancellor of Jammu University Amitabh Mattoo. In fact, the said senior teacher had filed a 10-page-long devastating charge-sheet against him. The most significant aspect was that it was addressed to the Vice-Chancellor himself with copies to all the concerned authorities and all the teachers of the university. These are the charges most of the university teachers are reiterating now hearing that Amitabh Mattoo, who "destroyed" the University of Jammu, may be appointed Vice-Chancellor of the Central University of Jammu.
That the authorities did not take action against the teacher who leveled serious charges against Amitabh Mattoo is a proof that the charges were well-founded. It is a different story that he went scot-free. Still, these charges cannot be overlooked. The authorities would do well not to take into account the doubtful credentials of the likes of Amitabh Mattoo and Sidiq Wahid while taking a final decision. Even otherwise, the imposition of Mattoo or Wahid on the Central University of Jammu is fraught with dangers considering the mood of the people of Jammu. (Concluded)
