Stop repressive measure against employees: Harsh

JAMMU: The working chairman of the Panthers Party,Harsh Dev Singh,has suggested to the National Confer ence led Government to restart negotiations with the leaders of the employees union so that a way was found out from the current impasse.He said that the repressive measures being adopted by the Government were highly "undemocratic" adding that the fault is with the Government which had seven months ago promised the employees that the 6th pay commission arrears would be released in due course of time.
Harsh Dev said that when the Government had given assurance to the employees that the arrears would be released what had prompted the Government to do so.Had not the Government at that stage visualised the financial constraints that it may be faced by it in the months of March-April 2010 and onwards.
"Had the Government expected some windfall or some financial boon from God ?"Harsh asked.He said the way the Government dished out the assurances to employees and the way it has ditched them is an example of bad management and administrative and political vacuum.
The Panthers Party leader said there were many ways which the Government could explore for ending the strike.He said the Government needed Rs.4200 crores for clearing the 6th pay commission arrears and the centre had not so far obliged the state by releasing these funds.He said that the st ate Government could request the centre to release Rs.1000 crores so that the arrears were reimbursed in four instalments.
Harsh Dev said that the 4.5 lakh employees were state subjects and deserved a humane treatment from the Government.He said the Government will be remembered for its "arrogant and vindictive" policy if it continued to arrest the agitators.He said that if the Government started suspending and dismissing employee union leaders it would remind one of the emergency days.
He wanted the Government to think about the future of the children and family members of the Government employees.Harsh warned the Government against taking punitive measures against the employees and said that any such drastic action could result in not only anti-Government but anti-India sentiments.He wanted the Congress led UPA Government to read a warning in the employees' strike which could be exploited by the separatists at a later stage.
Harsh Dev said that the Government,especially the working of the ministers,depends on the output of the employees and so far the state employees have been a disciplined lot and if they have taken to the path of agitation it has been forced on them by the wrong policies of the Government.He appealed to the Prime Minister,Manmohan Singh,and the Union Finance Minister,Pranab Mukherjee,to intervene and initiate some measures which could end the strike.He wanted the centre to reduce its allocations in other sectors so that the amount saved from those sectors could be utilised in clearing the 6th pay commission arrears.
