| Demanding ‘Primitive Tribal Groups’ status, Gujjars seek bifurcation from STs | | | Early Times Report Jammu Apr 11: Pushing for bifurcation of share from other Scheduled Tribe (ST) communities of Jammu and Kashmir, Gujjars and Bakerwals groups insisted that they must be categorized under ‘Primitive Tribal Groups’ of India, with a separate 8% share out of total 10% reservation available to 12 ST groups in state with plea that they are not as forward as to compete with other tribes of Ladakh especially tribes belongs to Leh.
Gujjars Bakerwals who constitute 80% of total population of STs today under the banner of Tribal Research and Cultural Foundation –a frontal organization of Gujjars , strongly urged that they should be fortified with separate rights and extra constitutional safeguards in the state as they are feeling un-provided and suffocated under ST category. “The Tribal Gujjars of J&K , no doubt deserves special attention and a fair deal from state and centre as the ST status which was granted to them in 1991 in State along with 10 other communities has miserably failed to develop J&K Gujjars as a socially alert, economically sound and politically vibrant community ” said communication -in shape of a memorandum sent to Prime Minister of India, Dr.Manmohan Singh by Tribal Foundation urging him to direct Union Tribal Ministry for favorable declaration .
The communication further said that during last 19 years they are not getting their due share among tribal category filled through JKPSC, JKSSRB and other recruiting agencies. Gujjars are not getting even 30% as they even constitute 80% among STs. Giving details , Dr.Javaid Rahi, Secretary of the Foundation said that Gujjars in J&K on merit should be categorized as ‘Primitive Tribal Groups’ and with out this status the all-round development of community is not be possible. Dr. Javaid Rahi said as per constitution of India , under the Scheduled Tribe category who were identified as more backward communities among the tribal population groups have been categorized as 'Primitive Tribal Groups' (PTGs) by the Government at the Centre and their share in reservation has bifurcated from other STs enabling them to grow independently . |
