Early Times Report
JAMMU, Apr 11:

The whopping expenses incurred on the use of official helicopter notwithstanding, nearly Rs 2 cr were spent on the travelling and telephone bills of the state's high-profile politicians in 14 months of their rule.

The state's expenditure is more than its earnings, still its rulers did not mind spending lavishly and making extra use of the "facilities" at their disposal. Under the prevailing mess in the state's political system, this set of power-hungry and publicity-crazy politicians can never be a role model of society.

Surprisingly, many of them own wine shops and other lucrative businesses, which they established after joining politics – a "profit-making" institution for them. But the striking employees mainly depend on their monthly salaries only.

When chief minister Omar Abdullah and ministers find it hard to say no to their cozy life styles, curtailing their official expenses, they have no right to stop sixth pay commission arrears to the striking employees, feel majority Jammuites.

As per a government report, health, floriculture and horticulture minister Sham Lal Sharma spent maximum on petrol and telephone bills and topped the list. On petrol, TA/DA and telephone bills, he spent more than the chief minister and deputy chief minister Tara Chand.

Among 25 ministers, ministers of state and advisors, Omar's political advisor Devinder Rana spent the lowest amount. The report revealed that Sham incurred Rs 12.02 lakh on petrol, TA/DA and telephone bills in 14 months of the government.

While Omar spent Rs 10.38 lakh, his deputy Tara Chand spent Rs 11.82 lakh, a little more than Omar but less than Sham.Sham spent Rs 6.72 lakh on petrol and Rs 4.51 lakh on TA/DA, both of which exceeded total expenditure of industries minister Surjit Singh

Slathia which stood at Rs 4.42 lakh.

Rana had the lowest expenditure of just Rs 2.09 lakh with zero TA/DA, while CAPD minister Qamar Ali Akhoon was the second lowest spender at Rs 2.53 lakh. He became minister in July last year, about six months after the government formation.

Mubarak Gul, another advisor to CM, who too had taken over the charge in July, spent Rs 3.25 lakh on account of petrol, TA/DA and telephone bills.

According to the report, expenditure on petrol for Omar is incurred by the security agencies. Finance minister Abdul Rahim Rather's expenses accounted for Rs 8.29

lakh, while school education minister Peerzada Mohammad Sayeed spent Rs 6.87 lakh. Rural development and panchayat minister Ali Mohammad Sagar incurred Rs 7.11 lakh and forest minister Mian Altaf Rs 6.42 lakh under the three heads.

PHE minister Taj Mohiudin’s expenses on similar account stood at Rs 6.95 lakh and tourism minister Rigzin Jora’s at Rs 7.60 lakh. Technical and medical education minister R S Chib spent Rs 5.39 lakh and agriculture minister Ghulam Hassan Mir, Rs 5.49 lakh.

Social welfare minister Sakina Itoo spent just Rs 2.74 lakh while revenue minister Raman Bhalla, Rs 5.90 lakh. R&B minister G M Saroori spent Rs 4.21 lakh, higher education

minister Abdul Gani Malik, Rs 8.20 lakh and sheep husbandry minister Aga Syed Ruhulla, Rs 3.52 lakh.

Ministers of state with independent charge Aijaz Ahmed and Dr Manohar lal Sharma spent Rs 7.15 lakh and Rs 7.59 lakh respectively under the three heads. Among ministers of state, Shabir Khan spent Rs 4.79 lakh, Nasir Aslam Wani, Rs 2.41 lakh and Javed Dar, Rs 3.37 lakh. The report, however, did not have any mention of the whopping

expenses incurred by the chief minister and his cabinet colleagues on the use of state-owned helicopter. The report also shied away from making a mention of the expenses

being incurred on MLAs, MLCs and retired and serving bureaucrats
