| US may try a Singh-Gilani meet in Washington | | |
Islamabad could get another chance for persuading Delhi to get the stalled composite dialogue resumed.It can get this chance when the Indian Prime Minister,Manmohan Singh,and his Pakistani counterpart,Yousuf Raza Gilani,cross the corridor in Washington during a two-day Nuclear Security Summit.Well Pakistan Government is keen that Manmohan Singh agreed to have a session with Gilani on the sideslines of the summit because Islamabad is equally impatient for the resumption of the composite dialogue.Known for his political acumen and soft temperament Manmohan Singh would have liked to hold talks with Gilani had Islamabad responded to the suggestions Delhi had been conveying from time to time during the last 15 months.Right from the day Mumbai carnage took place Delhi had no other option but to suspend the composite dialogue.Following pressure from various quarters and as a result of persistent demand from Islamabad for the resumption of talks Delhi submitted a dosier on more than 24 terrorists and extremists against whom India wanted strict action.At one stage Delhi demanded that they be handedover to India so that cases could be instituted against them .In addition to this India conveyed to Islamabad that there was need for dismantling the terror infrastructure so that neither the soil of Pakistan was used for exporting terrorism to India nor the Pak agencies aided infiltration of militants into Jammu and Kashmir.Even when Islamabad did not concede Delhi's demand for action against Hafiz Mohd.Saeed,who had masterminded the Mumbai attacks,it was mere magnanimity on the part of India that it invited Pakistan foreign secretary,Salman Bashir to Delhi for talks with his indian counterpart Nirupama Rao.The meeting took place on February 25 and once again Rao forwarded a dosier on militants who were responsible for Mumbai attacks and other demand but despite the passage of over 40 days there has been no forward movement as far as India's demand for dismantling the terror infrastructure was concerned.Instead, agencies across the border have intensified their activities in pushing groups of militants into Jammu and Kashmir.Official reports said that while the rate of militancy related incidents of violence had gone down by 25 per cent during the last six months the level of infiltration had gone up by over 30 per cent during the same period.This way Manmohan Singh may not opt for having a separate session with Gilani in Washington.The Nuclear Security Summit is to be held in Washington between April 12 and 13.It means there are still two days left for Islamabad to show some results as far as Delhi's demand on crackdown on terror groups is concerned.Reports said that the US leadership,particulary President,Barack Obama,is keen to see Singh and Gilani having a session on the sidelines of the summit so that the two could explore the possibility of easing the tension.The two could take some initiative in seeing the choked channels of dialogue reopened.Reports said that the senior American fuctionaries may be willing to help Singh and Gilani to set the stage for the resumption of the composite dialogue which could lead to the resolution of some bilateral problems.The ball is now in the court of Islamabad. Pakistan needs to act fast and move with a purpose against the terrorists.Islamabad has already initiated military campaign against the Talibans in the Swat valley and in Waziristan but it needs to show results by organising a crackdown on the activists of Lashkar-i-Toiba,who have t aken the conrol of organising armed attacks against the security forces and other soft targets in Jammu and Kashmir.It has to act fast and shutdown 42 arms training camps if it wants Delhi to respond to its demand for resuming composite dialogue.(eom)
