| PWD contractors hold convention | | | EARLY TIMES REPORT JAMMU, Apr 12: To highlight the burning issues and problems being faced by PWD Contractors, J&K Contractors Co-ordination Committee, Jammu Wing organised a day-long convention at Lok Nirman Bhawan, Jammu. The convention was attended by large number of contractor of Jammu and Kashmir including Chairman from Kashmir Ghulam Jeelani Khawaja while Sham Singh president, Contractor Association and Balwinder Singh general secretary of the association shared the presidium. The Contractor highlighted that huge number of works executed departmentally without inviting tenders and contractors payments withheld creating liability, mode of Payments released by the DDO's and Treasuries, enhancement of Service Tax from April 1, 2010 at the rate of 8.4 per cent to 10.5 per cent by the government, provident fund of labourers, costly material being supplied by the departments and its shortage, escalation / For closure of PMGSY works and its time extensions, allotment to Self Help Groups more that the quota fixed by Government. The Contractors alleged that engineers were indulging in corrupt practice of executing departmental works in large scale setting aside all the codal formalities and financial powers and the departmental payments were given more priority instead of genuine tender works payments. "The system itself highlights the nexus working between engineers and treasury officials. Such fraudulent payments have created liability of the contractors' payments," the speakers said, adding "This system should be stopped immediately and government should impose ban on payments through hand receipts and government. Order No. 161 of 2007 dated 16.05.2007, Page III Revision in Chapter 5.13 (Power to sanction Contracts), S. No.16, which have not been implemented till date, should be implemented in letter and spirit to save the public money." The contractor also highlighted various issues and problems and called to unity within the association to pressurize the Govt to concede their demands and address issues.
