| Gujjars, Bakerwals divided over IDR Bill | | | EARLY TIMES REPORT JAMMU, Apr 13: After creating storm on its passage in State Legislature, the issue of Inter-District Recruitment Bill is all set to divide the Gujjar and other Schedule Tribe communities in the region. While some organizations of Gujjars have accused the Scheduled Tribe (ST) leaders for "maintaining" silence at the passage stage, other outfits of the community have ridiculed all such statements and described it a "political gimmick." "We welcome the decision of the state government of bringing a Bill for equitable opportunities of employment particularly in district cadre posts in the various hilly and backward districts of the State. The leaders, who have been making contradictory statements to misguide the Gujjar community, are not the real representatives of the community and have been scoring their personal goals," Choudhary Salam Din, state general secretary, National Conference ST (Gujjar & Bakerwal) Cell told reporters here. He further said that it would also end the disenchantment among the unemployed educated youth of different districts and would check the cleavage being created amongst the people of different districts. The Bill banning inter-district recruitment was passed by the State legislature on April 9 with eight per cent reservation for Scheduled Caste (SC) people in all the 22 districts of the States. Yesterday, J&K Gujjar Conference along with other Gujjar associations had \strongly criticized the passage of Bill and had taken a dig at Scheduled Tribe leaders who did not oppose it at the passage stage in the legislature thus neglecting their duty towards the community and its interests. They had opined that such leaders caused harm to the ST (Gujjar and Bakerwal) community and it would further lead to domination of the down trodden classes like ST, OBC, ALC, RBA and even general category of the society. Meanwhile, about half a dozen of social Scheduled Tribe organizations under the banner of Jammu and Kashmir Gujjar United Front also welcomed the coalition government headed by Chief Minister Omar Abdullah for banning inter-district recruitment. The leaders also clarified that some misconception is being created by some self-centered elements about discrimination with the Gujjar community by the government. "The fact of the matter was that the district cadre recruitment policy was in vogue since 1969 and there was no hurt-burning from any quarter in the State. There is no point to condemn the district wise recruitment for the district cadre posts," they maintained.
