‘Embezzlement’in PG College Rajouri: Vigilance seizes record, probe initiated

RAJOURI, Apr 13: State Vigilance Organisation (SVO) has initiated an investigation into alleged large scale financial embezzlement in Government Post Graduate College, Rajouri and took the relevant record in its possession. Sources said that the college authorities are alleged to have drawn lakhs of rupees from the government treasury in the name of repairs and other renovation works which were never done on the ground. Apart from this, the authorities are also alleged to have made purchases worth laks of rupees in the last end financial year without inviting any tender or adopting the procedures and norms set for the purpose. Sources said, in the past two years, the authorities of Govt. P G College Rajouri took up some developmental works in the college which include renovation and up gradation of the college buildings including the residential official quarter of College principal. As per the norms and procedure, the college authorities had to approach state construction agencies for the job to get the works done. But the college authorities at their own started the works without inviting any tender even. And for this job, some local professors had turned contractors with the mutual understanding of the principal. Sources said, though some portion of the work was carried by a professor turned contractor but most of the funds were drawn against the works which were never done. Apart from this, the college authorities also made purchases worth lakhs of rupees during the financial year 2009-2010 but no tender or quotation was invited by the college authorities for the purpose. On getting the information of the miss use of funds by the collage authorities, a special team of state vigilance organisation visited college and interrogated some of the staff members besides seizing the relevant record of the college pertaining to the financial matters. When contacted a senior professor in the college wishing not to be mentioned admitted that a team of vigilance officials had visited college on other day and they were provided all the records they needed , he said, “ They were asking about the construction works and renovation works carried by the college . In fact some elements were not happy with the development of the college and they have made a complaint to the vigilance”, he added.
