| Beware employees Soz is filling gap by party workers | | | Beware employees who are on strike since April 3.Brave employees you have faced lathis, you have undergone hardships and your leaders have been arrested.Still you continue to fight. It is debatable whether you are right or the Government is wrong. It is to be decided whether the Government is right -and you are wrong. But beware you white-collar gentlemen because the PCC Chief,Saifuddin Soz,has announced that if the employees do not call off the strike he will direct the congress workers to perform the jobs that employees usually perform. He has selected the jobs in the first go.He would be telling party workers to keep the hospitals clean by removing garbage and other waste material. He would tell the Congress workers to act as paramedical staff in the medical colleges and hopitals. But the workers may seek a crash course in injecting fluids and in operation theatre activities. Those opting for clerical jobs too may have to undergo a week's crash course in writing notes on the files. But there are scores of disciplines that have to be taken care of and one is not yet sure whether Soz has the requisite number of party workers who can perform the jobs of plumbers, electricians, chemists, compounders, theatre assistants, teachers, labortatory assistants, patwaris etc.Well he may succeed in preparing a groups of party workers who can perform the scavenging job perfectly because the Congress believes in sweeping away hurdles that come in its way. There are 4.50 lakh employees on strike. Can Soz be in a position to enroll atleast three lakh congress workers for doing the job of Government employees ?Even if he is able to mobilise 10,000 party workers for the job are they prepared to do it without any rumeneration ?Political culture in India and especially in Jammu and Kashmir has, over the years, revealed one thing that party workers, irrespective of the organisations they belong to,are not prepared to do a job without any pecuniary package.Another aspect of the employees strike cannot be ignored by Soz.There should be several thousand employees who are directly or indirectly connected with the Congress and other political parties. Will the Congress workers, whose relations are in Government servjces, agree to do a job that will send the employees packing ?Only Soz and none else can be sure of it.If Soz believes in issuing threats he should have thought of a better idea.Telling congress workers to fill the gap that has been created by the employees who are on strike seems to be unimaginative. And if the Congress workers are in a position to fill the vacuum there is then no need for the Government to spend Over Rs.900 crores on the wage bill.Once the Congress workers accept the challenge the workers belonging to the National Conference will not sit home. They too will grab the opportunity. One chaos may lead to a bigger chaos.Congress workers doing a patwari's job would play havoc with the land records. They can do it because the entire land record has not been digitised yet. They may take advantage of their ignorance and tamper with the revenue records which could force many a land owners to lose their propritary rights. Those who commit blunders in the operation theatres will receive support from Soz when they blame the surgeons and other doctors for the death of patients. If the power transformers develop major fault the congress employees will accuse the senior engineers of sabotage. If the drinking water supply system is snapped the congress workers manning drinking water projects will blame the senior technocrats for the problem. If the students complain of defective teaching congress teachers will hold them responsible for poor IQ. If Soz sticks to his plan he has to first ensure that in enrolling the party workers for doing the jobs that employees have been doing he does not discriminate the Jammu region against the Kashmir valley. He has to ensure that he keeps the reservation for the SCs,OBCs,STs in tact. That way it will be true Congress Raj,if not the Congress grass,in Jammu and Kashmir.
