"High voltage act" in Civil Secretariat"
Denied permission, woman jumps in front of CM's cavalcade

JAMMU, Apr 16: In what can be termed as a "high voltage act" , the Civil Secretariat premises in the winter capital became a 'powerful stage' where it came to be enacted, catching everyone including the security officials unawares this evening.A woman along with child tried to lay herself down in front the cavalcade of CHief Mineiter Omar Abdullah when it was moving out of the premises.Motive: she was not allowed to meet the Chief Minister in his office , thanks to the bureaucratic hurdles which made this unpleasant sequence happen inside the higest seat of governance.
It so happened that a woman originally from Kulgam district in Kashmir valley came to the secretariat along with her husband and kids apparently with some grievance she sought to bring into the notice of Chief Minister for early redressal. Identified as Shafquat, the woman came to the Secretariat with her case in which she is reportedly seeking migrant certificate and benefits of relief, other facilities that can be accrued upon such basis in Jammu. Her husban Ghulam Mohi-u-din is reportedly a surrended militant and the familiy has been living in Jammu for some time.
According to sources, she insisted the authorities in CM's office that she be allowed to meet Omar Abdullah but did not succeed in the face of stiff bureaucratic barraicades and hurdles one has to go through normally to reach his office. She waited and tried. Not to give up, this woman instead of going home disappointed did not lose the last attempt, this tiem highlighting herself in a dramatic way. Less than 30 ft from where the CM's cavalcade began to move out, standing already in some corner, she suddenly came from no where and laid in front the moving cavalcade. In this she also tried to forcibly push her child in front of the moving vehicles.
While security officials who were caught unawares by this sequence swiftly came to the scene and removed the woman from the road to clear way for CM's cavalcade. But the act was demonstrated in such a manner that it apparently drew the crowd around and quite obviously drew the attention of the Chief Minister as well. While the latter made his way out but was magnimimous enough to seek the full background and etails as to why this female was forced to act in such a manner. "We were certainly caught by the surprising development....something which doesn't normally happen but we managed to act promptly so that there was no harm or injury to her and the child.....", said one of the security officers and witness of this entire act.Later, as desired by the Chief Minister , the woman was brought to his residence where he gave patient hearing to her story.

While the woman in question who unmindful of the repercussions of what she tried to attempt inside the Civil Secretariat premises in front of none other than the Chief Minister himself will get some relief or not or whether she actually deserves this or not are the issues to be taken up by the concerned authorities but the moot question remains why this hapless woman was forced to act in an unbecoming manner, particularly in the wake of the claims of this government that it wants to bulid rapport with the common masses. The answer is simple: the secretariat, particularly the CM's office is heavily barricaded not by security alone but the movement of people towards his chamber is depends upon the whims and decisions of the officers in his cell. There is no access even to those who wield some influence, not even to the dedicated workers of ruling allies Congress and NC , not to speak of common people. Ironically, in both the ruling 'elite allies', there is no strong second wrung or second line leadership to listen to such woes, all of whom which apparently CM cannot listen or address himself.
