| Security Related Expenses to go up | | | EARLY TIMES REPORT JAMMU, Apr 18: The quantum of Security related expenses (SREs) is going to go up in the future despite marked decline in the militancy related violence in Jammu and Kashmir. Government reports say that the state of Jammu and Kashmir received nearly Rs.3,000 crores under the SREs from the centre during the last 20 years. The report says that between 1989,when the militancy took roots in Kashmir, till March 31,2009 the centre released Rs.3,000 crores under SREs. Experts say that the amount could keep on increasing because of various factors. First killing of civilians and security personnel continues in the state and since the centre has to pay the exgratia relief to the kins of those killed it would be added burden on the SREs. During the last 20 years about 19,000 people, including 5,000 security personnel, were killed and under the SREs the Government had to pay exgratia relief to the kins of those killed. During the last 20 years 15 additional police battalions were raised and their wage bill was to be met under the SREs. The state Government has approached the centre with the request that sanction be accorded for raising another five police battalions. Reports said that the centre may sanction the project within next six months. Once the battalions were raised it would add to the burden of the central exchequer. Since 1989 additional companies of paramilitary forces were deployed in Jammu and Kashmir and the centre had to bear the cost on transportation and other expenses including rent on houses and land they had occupied for establishing transit camps. No doubt various Government and private buildings have been vacated by the troops and the paramilitary forces still the centre has to pay enormous sums of money on rent. A senior police officer while referring to the rising expenses under security related sector said that this was part of the Operation Topac, which had been framed during the regime of Gen.Zia-ul-Haq. It was during his regime that Pakistan started aiding and abeting terrorism in Jammu and Kashmir. Under the Operation Topac there was one clause which called upon militants to cause “economic bleed” to India and this was what was happening since 1989.
