Why is Shabir arrested repeatedly?

Jammu, April 18: Shabir Shah's most trusted lieutenant and Democratic Freedom Party's (DFP) acting chairman, Moulana Abdullah Tori shook Hurriyat Conference (M) by accusing the leaders of facilitating Shabir Shah's arrest. He was addressing a press conference at Shabir Shah's private residence Sunday.
Replying a question, Tori said he did not rule out role of some separatist leaders behind Shabir Shah's prolonged detention. "Shabir Shah is not the only person who seeks resolution of Kashmir dispute in accordance with the wishes of the people. All Hurriyat leaders speak the same language. Why do the authorities, therefore, persecute Shah alone. Why are other leaders spared?" he questioned.
Immediately after his arrest early this year, Shabir Shah stated that only those leaders who opposed secret parleys between Hurriyat leaders and government of India were arrested and persecuted. When the union Home Minister offered secret talks, Hurriyat (M) welcomed what it called change in New Delhi's known stand on Kashmir. However, several leaders within the conglomerate including Shabir Shah and Nayeem Ahmad Khan openly opposed the talks. They even sought restructuring of the separatist conglomerate.
And a meeting held immediately after an unsuccessful life bid on Fazal Haque Qureshi witnessed heated arguments between the general council and the executive council members. Nayeem Khan played a vital role in getting the general council and executive council suspended. However, before restructuring of the separatist amalgam could take place, Shabir Shah and Nayeem Khan were taken into custody and detained under Public Safety Act (PSA). Soon after, in a meeting of the conglomerate, Moulana Tori caused embarrassment to the senior leaders by asking them how they had been managing to evade arrest. "Please tell me, why you are not arrested and why does the administration prefer to keep Shah in chains all the time", he asked.
Surprisingly senior leaders like Professor Abdul Gani Bhat, Moulana Abbas Ansari, Fazal Haque Qureshi and Bilal Lone have always been spared. While Mirwaiz's supporters claim that his arrest may trigger violent demonstrations across Srinagar, the other leaders have no such support base either in Srinagar or elsewhere in the state.
Tori has caused cracks in the Hurriyat Conference by today's press conference. This is the first time when somebody has accused the Hurriyat leaders (though subtly) in public of conspiring to get their colleague arrested. This statement may have far reaching consequences on the conglomerate.
Shabir Shah was arrested early this year for instigating and encouraging stone pelting. The High Court quashed his detention. However, he was re-arrested immediately after his release from Kathua jail and shifted to JIC Srinagar. Today he was shifted to Kotbalwal jail to serve yet another term under PSA.
