Increase in Durbar Move allowance in offing ? 'Leaders' rigidity makes govt reluctant'

JAMMU, Apr 18: Even as the Civil Secretariat employees have resumed their duties after remaining on strike for over two weeks, the government seems to be in no mood to consider their fresh demand of increasing Durbar Move allowance, something which around 5000 move employees are eagerly looking forward to at this point of time.
According to sources, the employees' leaders are themselves responsible for loss on this account as it their 'adamant' attitude which has made the government take their hands off this matter. Sources said during the recent round of negotiations with the leaders of various employees bodies, the cabinet sub committee members in order to break the impasse offered that till the main demands would be met pending availability of the financial resources, the government would consider some increase in the allowance which the Move employees are getting twice a year.
Sources further said that cabinet sub committee had made this offer with intent of giving something but the flat no reply and rigid attitude of the leaders on the table made them pull back from a move which would have provided some relief to the employees associated with the biannual practice of Durbar Move. Now, the employees' leaders may be grumbling over what they allege that government having misled them about assurances which are still elusive, the fact remains they committed a blunder of not accepting this offer, which would have been seriously considered this offer, sources added.
The Move employees at present are getting DM allowance of Rs 5000 besides Rs 650 as TA and DA. The employees have been asking for hike not less than Rs 1000 in the Move allowance which if considered would make it Rs 6000 per employee both at the time of shifting from two capitals of the state. In other words, the Move allowance if raised by Rs 1000 would enable the Move employees to get Rs 120000 per year besides the TA and DA. Sources added that government had also offered to increase the TA amount by Rs 100 which would make this amount Rs 750 per employees per Move trip. However, there is no indication as of now whether the government would consider these demands related with the Durbar Move, something which the Secretariat employees are eagerly looking forward to after they chose to join the work three days back.
Though the countdown for the Durbar Move has begun in terms of less than two working days having been left, there is no apparent indication as to whether the employees would be able to get this increase in Move allowance this time or not. In case the government makes up its mind and finally gives its nod, the move loaded with some financial implication would make at least the Move employees happy at a time when they are not too happy about the way they were made to resume their duties. It may be mentioned that in addition to the Secretariat employees there are around 2000 employees outside the Secretariat working with various departments who shift for six months to both the winter capitals under the Durbar Move. The increase if effected would also be applicable to these employees. But the moot question remains if the government will now consider and grant them this demand and leave others, a bigger chunk of employees without any benefit ?
