CEO Poonch pricks Peerzada's transfer policy

Rajouri, Apr 19: Education department Poonch has allegedly violated teachers transfer policy framed by the Education Minister Peerzada Mohammad Sayeed recently by making mutual transfers of the teachers in Mendher area. Chief Education Officer Poonch has admitted the transfer of some teachers however he said that what he has done is not violation of the policy. Sources told Early Times that Chief Education Officer Poonch has transferred Nazir Hussain, a teacher posted in Boys Higher Secondary School Mendher to Girls Higher Secondary Mendher while Saida Begum another teacher in Girls Higher Secondary Mendher has been transferred to Boys Higher Secondary School Mendher. Chief Education Officer Poonch has issued transfer orders of these teachers vide his office number ANG-2010/ 397- 98 on April 16, 2010. As per sources, these teachers had completed their tenure at their places of posting and their transfer was due for outside area but they managed mutual transfer within the area. According sources, the transfer was made just in zero kilometers which is complete opposite of the set rules. As per norms, no teacher has to be transferred before he or she completed his full tenure of two years at one school and there is also no provision of mutual transfer in the new transfer policy of the state government which was framed recently by the Minister of School Education Peerzada Mohammad Sayeed. In Poonch, education department has allegedly violated the norms by making mutual transfers of the teachers in Mendher area. These transfers have evoked strong reaction among the locals and the teaching community. Senior PDP leader of Poonch Mohammad Azam Sagar said "Department is not following the rules as some blue eyed people are being posted at the places they wish", he said adding that some teachers in Mendher have been mutually transferred in zero kilometer which has given bad message to the other teachers. He demanded immediate retention of the order so that it may not become a routine matter in future.
Jammu & Kashmir Teachers' Forum (JKTF) has also taken serious note of the issue. JKTF Chairman for Rajouri-Poonch region, Shahbaz Khan said that this is the first case of mutual transfer in this region after framing of new transfer policy. He said that if the transfer order is not amended, it will become routine in future. "This is clear violation of policy and CEO Poonch should immediately retain the teachers at their previous place of postings or transfer them as per rules", he said adding "This is giving wrong message to us as people will start using their influence for choosy transfers in future". After receiving huge complaints of influential and pre-mature transfers, School Education department had framed a policy. When contacted, Chief Education Officer Poonch RK Maini said that there are certain other things in the policy and by transferring these teachers, he is sure that he has not violated norms. When asked to elaborate, he said "we can transfer any teacher on medical ground as a special case and there was the same reason involved in these cases".
