4/19/2010 11:47:29 PM

EARLY TIMES REPORT
JAMMU, Apr 19: Asserting that the party has launched a 'vigorous' mass contact programme at tehsils and districts level for consensus among general public over abrogation of Article 370,
Bharatiya Janata Party (BJP) today said that it would hold a "massive" rally in the month of October or November this year aimed at full integration of Jammu and Kashmir with rest of the country.
"Our Party has already mobilized its men and machinery to launch final assault for full integration of Jammu and Kashmir with the rest of the country. The party would hold a mass contact progarmmes at all district levels, the final strategy of which would be implemented in the month of October and November, Shamsher Singh Manhas, state president of the party told reporters here.
"Scrapping of Article 370, delimitation and employment to youth would be the important issues on which the BJP would launch a final war against the injustice," he said.
He further said, "People of the state shall experience true and meaningful freedom only when it constitutionally integrates with the Indian constitution after abrogating Article 370. Freedoms and liberties that are taken for granted by the citizens and local communities in the rest of the country will automatically apply to the people of Jammu and Kashmir."
Manhas, who also gave detailed about two days State working Committee meeting held here, disclosed that the party has adopted a political resolution and resolution on youth and unemployment in the meeting.
The BJP chief said, "The State Working committee has taken serious note of the National Conference-Congress government functioning which has fostered a paralysis in the administration where only a few ministers in the cabinet call the shots," adding "Corruption is rampant in the state and the confusion over objectives was best symbolized by the decision to allow PDP to introduce the Permanent Resident Disqualification Bill in the Legislature."
Demanding delimitation of the assembly and Lok Sabha seats, the BJP state chief asserted that the party was of the firm view that if Jammu and Ladakh regions of the state are to be liberated from the "parochialism" of the political elite of the Valley that panders to and relies on separatist sentiments for their sustenance, these regions must be politically empowered.
He BJP also demanded that the 73rd and 74th Amendments should be extended to this state immediately. "This will usher in the process of democratic de-centralization in this state and reduce most of the alienation that is there in the Valley. A beginning in this area through the immediate holding of the overdue local body and Panchayat elections must be made," he maintained.
Castigating the coalition government's "Sher-e-Kashmir Youth Welfare and Employment Programme," Manhas said, "We have no hesitation in saying that the sixty three years of independence has virtually proved meaningless for the youth of Jammu and Kashmir as the successive state governments have totally failed to frame comprehensive Employment Policy so far."
"The BJP feels that the coalition government has no vision and plan to strengthen the youth and provide them all basic facilities in order to utilize the capacity and talent to maximum extent. Even the present NC led coalition Government's "Sher-e-Kashmir Youth Welfare and Employment Programme" has virtually proved 'much touted and less worked' chimera," he said.
