Ball is in the court of Kashmiri separatists

Atleast it was a positive change on the part of the leader of the hardliners among the separatist sSyed Ali Shah Geelani,to talk on diverse issues,some of them connected with the welfare of people of Jammu and Kashmir.While addressing people outside his residence in Hyderpora in Srinagar Geelani spoke against the amended bill on ban on inter-district recruitment which the state legislature adopted recently.He echoed the sentiments of average Kashmiris who do not want eight per cent reservation for the scheduled castes.Possibly Geelani does not know,despite having been a member of the state Assembly,that the state constitution provides for an eight per cent reservation for the scheduled castes.Again possibly he is unaware of the fact that after the rise of militancy related violence in Kashmir in 1989 which was followed by "ethnic cleansing" when over 3.50 lakh Hindus had to flee the valley,the minority community people are not prepared to serve in any
part of the valley.Hence there would not be a flood of scheduled cast youths occupying various Government posts in any of the 10 districts of the Kashmir valley.Even if some show the guts the number of such daring people would be too small to make any impact on the job avenues of the local kashmiris.Well one thing goes to the credit of Geelani that he has suggested to people and political parties that they should not incite people to stage protests and hartals against the amended inter-district recruitment ban bill.His suggestion is not the outcome of any change in his mindset but he believes that agitation on what he calls small issue could divert peoples'attention from the real goal which was securing right of self-determination.Again his sermon on the demands of employees is equally a healthy change.He has favoured the demands of the Government employees who went on 10-day strike for securing release of 6th pay commission arrears. Without dishing out
exact details and figures he simply lambasted the Government for wasting crores of rupees on wages and perks and other facilities for legislators and ministers on one hand and on the other the Government pretended it had no money for paying the arrears.No doubt what Geelani said was a diversion from his known stand but it was a change for a few seconds.While touching various issues he did not forget to talk about his favourite subject of Kashmir.He wanted that the Kashmir issue was resolved and people and politicians all over the globe supported the cause of Kashmiris.He was equally quick to touch another issue which is quite close to his heart.And this pertained to the Armed Forces (special Powers)Act.Geelani told people the Act has to be revoked because it gave ample powers to the troops to commit excesses and cover their failure under the provisions of the Act.He went to the extent of telling the troops to quit Jammu and Kashmir which plainly
meant that he wanted an end to the state's accession with India.Geelani needs to know that if the troops are not withdrawan from the civilian areas and the AFSPA is not repealed militants are responsible for it.If there is delay in cut in the strength of troops and in scrapping of the AFSPA the sermons and speeches of the separatists are responsible for it.Geelani is the most experienced,senior and respected leader in Kashmir and he should know it that there were neither the paramilitary forces nor the troops within the civilian areas in the Kashmir valley prior to 1989.Soon after the rise of militancy in 1989 the law and order was transferred from the police to the paramilitary forces and the Army.Let Geelani ensure incident free Kashmir and he will see his demands for repeal of AFSPA and for the withdrawal of troops conceded within a few hours.Hence the ball is in the court of Geelani.
