CCI also for local VC of CU, Need for Governor, CM to intervene

JAMMU, Apr 19: Yet another significant development. The powerful Jammu Chambers of Commerce and Industry (CCI) has also jumped into the pro-Jammu arena and demanded a “local” Vice-chancellor for the Central University of Jammu. It means that almost all the Jammu-based organizations, including the Bar Association Jammu, student outfits and small social and political groups, are one as far as their demand regarding the appointment of a Jammu-academician as Vice-Chancellor of the Central University is concerned. But more than that, all this means that any failure on the part of the authorities to adopt a positive attitude towards this popular demand would prove quite counter-productive for the authorities.
Governor N N Vohra, who represents the Union President in the state, needs to intervene in the mater forthwith and acquaint the President of India of the serious implications of appointing an outsider, including anyone from Kashmir like Prof Amitabh Mattoo and Siddiq Wahid, as Vice-Chancellor of the Central University of Jammu. It is his constitutional duty to keep the President of India and the concerned ministries in New Delhi informed about the developments in Jammu in this regard.
Similarly Chief Minister Omar Abdullah needs to intervene in the matter in the interest of his own government. Omar Abdullah displayed remarkable maturity when he respected the sentiments of the people of Jammu province and women of the state and did not insist on the passing of the controversial Permanent Resident (Disqualification) Bill and bill on ban on inter-district recruitment in its original form. Had he and his government insisted on the adoption of these bills, the Congress would have withdrawn its support to the government and his government would have been collapsed. Besides, the adoption of the bills would have created a serious law and order problem in Jammu province. Both these issues were sensitive and had virtually divided the state on regional lines. A good sense prevailed and Chief Minister Omar Abdullah not only saved his chair but also did not allow things in Jammu province to go out of control by adopting a conciliatory approach. He deserves credit for the manner in which he handled both these issue.
Omar Abdullah is again been confronted by another serious problem: appointment of Vice-Chancellor of the Central University of Jammu. He should tackle this problem in the manner he tackled the women and gender issue and the issue of inter-district appointment. This is imperative. He cannot afford a confrontation in Jammu at a time when the situation in Kashmir is far from normal. Moreover, he is dealing with the people of Jammu province who have become a force to reckon with over the period. He has to recognize them and befriend with them whatever he may think of them.
One can only hope and pray that both the State Governor and the Chief Minister realize the gravity of the situation in Jammu and ask the concerned authorities in New Delhi to appoint a Jammu-based academician as Vice-Chancellor of the Central University of Jammu. Not to do so would be only to aggravate the law and order problem in Jammu, which would not be in the interest of the state as well as state government. This is regional and sentimental issue and it has to be tackled as such.
