Raj Bhawan & Maharaja Gulab Singh Chair in JU

JAMMU, Apr 23: The Early Times, which has been covering the functioning of the Jammu University since long, has accessed vital information concerning the role of Raj Bhawan in the functioning of the prestigious Maharaja Gulab Singh. It has come to know that it was "at the beginning of October 2009 that the university authorities sent a file relating to the Maharaja Gulab Singh Chair to the Raj Bhawan in Srinagar with very positive recommendations and the authorities had expected that the Raj Bhawan would clear the file within a few days. But the Raj Bhawan did not return the file".
The Early Times has also come to know that "when the university authorities pursued the matter, the Raj Bhawan telephonically asked the concerned authorities just before the closure of secretariat in Srinagar to send the case again as the papers which were sent earlier are not traceable. The Raj Bhawan was preparing itself for move to Jammu. After started function in the winter capital, Jammu, the Raj Bhawan again asked the concerned authorities in the university to send papers concerning Maharaja Gulab Singh Chair. The university authorities sent the required papers within no time. But Raj Bhawan did not take any action, positive or otherwise. On the contrary, it asked the university authorities to explain as to under which rules the chair professor was appointed and what were the terms and conditions attached to the Chair. The university authorities responded immediately with the observation that everything was in order and that the relevant rules and regulations were strictly adhered to while offering the Maharaja Gulab Singh Chair to Prof Hari Om. The Raj Bhawan did not clear the file even after the university authorities had sent the required information".
The university authorities continued to pursue the matter as the "non-disposal of the file had created uncertainty as far as the functioning of the Maharaja Gulab Singh Chair was concerned, but with no result". Instead, "in the first weak of December 2009, the Raj Bhawan asked the university to explain the circumstances under which the Chair Professor wrote a book on Amarnath land row". According to the information accessed by the Early Times, the university authorities asked the Chair Professor to "explain the circumstances under which this theme was selected". The argument of the Raj Bhawan, according to the information available with the Early Times, was that the Chair Professor was appointed on 9th October 2007 and the Amarnath land row took place in June 2008.
The said Professor explained the whole position "in writing in the second weak of December 2009". According to the information, the said Professor wrote in response to the "official letter" that "whatever he wrote he wrote after informing the university authorities orally and through his six-monthly progress reports and none in the university and Maharaja Gulab Singh Memorial Trust raised any objection. The draft of the book remained with the Maharaja Gulab Singh Memorial Trust for at least two months (May-July 2009) and it was returned to the Chair Professor with no adverse comments. On the contrary, the Maharaja Gulab Singh Memorial Trust informed the university authorities in September 2009 that it was satisfied with the working of the said Chair Professor and urged them to continue the existing arrangement till October 2010". It was on the basis of the Maharaja Gulab Singh Memorial Trust's concrete proposal that the university authorities had forwarded the Maharaja Gulab Singh Chair file to the Raj Bhawan at the beginning of October 2009, along with their own "positive note".
It shows that the file is pending with the Raj Bhawan for the last more than six months. "It is this delay in the disposal of the file that has created the whole problem. It is not just that the Maharaja Gulab Singh Chair is on the verge of closure. It has added to woes of the poor Casual Labourer who has not been paid his wages since November 2009", sources close to the authorities in the university have told the Early Times. It is a serious matter. The Raj Bhawan is a constitutional institution. It is not desirable on its part to sit on the file for such a long time. The people of Jammu province are already annoyed with the authorities because they believe that they are trying to appoint an outsider as Vice-Chancellor of the Central University in Jammu. The closure of the Maharaja Gulab Singh Chair would only add more fuel to the fire.
