| Announce annual plan and schedule for Board meetings: Harsh Dev | | | Early Times Report Jammu, Apr 27 :-When shall the National Government finalise the annual plan ?When shall the ruling coalition fix the schedule for District Development Board meeting,a prerequisite finalising the district plans ?These are the two main questions which the Working Chairman,Harsh Dev Singh,has posed to the Chief Minister,Omar Abdullah, and the well meaning Finance Minister, Abdul Rahim Rather. In reply to a question Harsh Dev said that hitherto the Finance Minister has presented budget proposals.Whatever proposals he has presented in the state legislature have to be given a definite shape by way of securing the sanction of the annual plan.He said it is not yet known whether the st ate Government has been assured by the centre that the amount projected in the state's budget would be made available.Ther efor e,the state Government has to make it clear whether the annual plan would be of the size of Rs.6,000 crores or less than it or more than it. Harsh Dev explained that whatever financial allocations are made in various sectors of development projects can be utilised only after the annual plan was finalised and sanctioned.The Government is supposed to make a statement on the matter.He said earlier "we had been assured that the district development board meetings will be held from April onwards but no schedule for these meetings has been announced when April month was about to end. He asked " if the Board meetings are comnpleted by the end of anot her month when shall the work on the new projects and on the stalled projects begin ?"He said that over the years the failure of the state Government in sticking to the schedule fixed for commencing the implementation of various development schemes invariably resulted in the poor utilisation of funds. The Panthers Party leader wanted the Government to come out with a clear cut statement on the size and shape of the annual plan to be followed by convening district development board meetings so that the annual plan for each district could be framed and finalised.He said that the ruling coalition seems to be taking all these things lightly because the National Conference leadership is under and impression that its Government will surivive so long it received support from the central Government.
