'Favourtism' still a key policy with 'crumbling' SRTC

JAMMU, Apr 28: While the cash-strapped Jammu and Kashmir State Road Transport Corporation (JKSRTC) is all set to resurrect its crumbling infrastructure, "preferential treatment" to some blue-eyed has drastically affected its working with "less qualified" persons maintaining supremacy over "highly qualified" staff.
Official sources said that the promotions to these blue-eyed have been given in brazen violation of recruitment norms, adding that the favourites of the management were given three to four promotions with a span of three years.
If sources are to be believed, some "daily wagers" adopted the "lobbyism approach" and succeeded in getting themselves promoted to Traffic Managers, for which they didn't deserve.
As per the recruitment norms, the candidate should be Graduate with Diploma in Management from recognized institute with three years experience for the post of Traffic Manager.
"The Departmental Promotion Committee (DPC) in the Corporation is likely to conduct promotions in different cadres in next few days, the qualified persons comprising four MBAs and Diploma Engineers still are apprehending discrimination and prejudiced approach in the hands of management," maintained insiders.
Sources said that the Corporation recruited nearly 60 persons having Diploma in Engineering and Master Degree in Business Management (MBA) as "apprentice engineers" in 1997-98 on a meager monthly remuneration of Rs 2500 to improve its functioning.
"After four years service, the management regularized their appointments against the unsanctioned posts as Junior Inspectors in the grade of Rs 3050-4800," maintained sources.
Pleading anonymity, one of aggrieved employees said, "The qualified staff is being ignored by the management while the promotions have been given to illiterate persons who are not in position to run the units. Though we have given several representations to the management seeking justice, yet no measures were initiated to give a dignified status to us."
"Is it possible that an illiterate person can dictate terms on qualified staff?" he questioned.
He lamented, "Since our confirmation in 2002, no promotion was given us while the favourites were given three to four promotions within three years period. They were appointed as daily wagers in the Corporation and succeeded in getting promotions frequently up to the post of Traffic Managers/Depot Managers with the recommendations of their bosses."
As per the official documents available with the Early Times, on the recommendations of DPC and approved by the then Chairman JKSRTC, six employees were accorded "temporary promotions" on November 11, 1999. Interestingly, out of these six, three employees were accorded next grade on December 2, 2000 (nearly one year's time). Furthermore, these three employees were again considered for promotion and allotted next grade on June 1, 2005.
"One of these employees, managed to get himself promoted prematurely from the post of daily wager in 1981 to the designation of Private Secretary of Managing Director in 2005, although neither the said post was existent in the organization. As per the rules neither the PA nor the Private Secretary to any officer of the Corporation is a feeding cadre for promotion to Traffic Manager," revealed the document.
Sources maintained, "Though senior officials had recommended the promotion of such Junior Inspectors to the post of Depot Mangers and Assistant Works Managers, yet their elevation is still hanging in balance."
When contacted, Managing Director SRTC Anoop Kanaw and Joint Managing Director, J S Tondon was not available for comments as they did not respond to repeated phone calls.
