Bhim Singh calls on president

Prof. Bhim Singh chairman JKNPP and member of National Integration Council today called on the Dr. APJ Abdul Kalam, President of India this morning for 20 minutes in connection with the constitutional development vis-à-vis State Centre relation to strengthen J&K’s emotional integration with the rest of the country.
The Panthers Party Chief also submitted a memorandum to the President urging for his intervention to empower the Parliament to legislate in respect of the subject which were included in the J&K’s Instrument of Accession by Maharaja Hari Singh in 1947 and fully supported by Sheikh Mohd. Abdullah, the then tallest Kashmiri leader. The subjects included; foreign affairs, communications, currency etc. presently parliament cannot make any law on J&K.
Prof. Bhim Singh in his memorandum said that ‘uncertainty and Chaos’ in J&K shall end only when the Parliament adopts itself to the legislative responsibility vis-à-vis J&K in the right spirit of the Instrument of Accession and in response to the aspirations of all the regions of the state.
The president assured Prof. Bhim Singh that he shall certainly study the proposition. The memorandum to the President reads.
“Your Excellency is aware of the facts that for half a century Jammu-Kashmir’s constitutional relationship with the Union of India has remained tied through a temporary provision enshrined in Article 370 of the Constitution. The only competent authority, Maharaja Hari Singh of Jammu and Kashmir acceded the State of Jammu and Kashmir to the union of India on 26th October, 1947 which was approved by the then governor-General of India in accordance with the mandate of the constitution. The decision of the Maharaja was fully backed and supported by the people of Jammu and Kashmir and the tallest leader of the majority community, namely Sheikh Mohd. Abdullah.
The J&K has been bleeding and passing through turmoil since 1990 because of the space of violence let loose by the forces supported, abetted and armed by a neighboring country. This is also because the State-Centre relations have remained on the tenterhooks because of the uncertainly founded on the temporary provision of Article 370.
Your Excellency the leadership of India has pledged to respect the aspirations of the people of Jammu and Kashmir who voluntarily chose of join Union of India, a secular and democratic country. The decision of the people of Jammu and Kashmir proved perfectly correct after half a century experiments. The people of Jammu and Kashmir were justified to reject the two nation theory in 1947 when they refused to join Pakistan creation on the basis of two nation theory.
