| Vested interest in perpetuating Transfer policy: Harsh | | | EARLY TIMES REPORT JAMMU, Apr 30: Jammu and Kashmir National Panthers Party (JKNPP) has ridiculed the coalition ministers for the high drama enacted during the course of cabinet meeting over the issue of transfer policy. In a press statement issued here today, Harsh Dev Singh NPP MLA and its working chairman said, "It was obvious that the proposed transfer policy which envisaged curbing of the abuse of powers of transfer and decentralization of powers of transfer would evoke strong reactions and opposition from various ministers." He said that majority of the coalition ministers were known for their "obsession" with transfers and hardly had any visible and tangible achievement to their credit. He particularly lampooned the role of Congress ministers in the cabinet meeting, who would normally maintain a studied silence on various issues, but had reacted vociferously on the issue of curtailment of their transfer powers. "Yesterday's cabinet meeting had exposed the political opportunism, urge for manipulations and whimsical transfers, power lust and utter bankruptcy of those at the helm of affairs. It indicated the strong desire of the ministers, bitten by the transfer bug, for continuance of 'transfer Raj' in the state," the JKNPP alleged. He claimed that one of the ministers was specifically targeted in the recently concluded Assembly Session for issuing pre-mature transfer orders of 296 engineers during the course of one calendar year, adding that such 'desires' still persisted thereby impelling the ministers to oppose the proposed transfer policy. "The mechanism of transfer in J&K was plagued with the menace of favoritism, nepotism and other extraneous considerations with no regard to the individual's suitability and efficiency for the prescribed job," he regretted and alleged, "What mattered most in transfer was the political or bureaucratic clout and proximity to corridors of power thereby jeopardizing the very concept of transparency and accountability." The Panthers Party MLA further alleged, "Non-compliance with any set guidelines and arbitrariness in the matter had led to highly capricious and politicized transfers providing ample scope for corrupt practices. Transfers made in various departments during the last one-year especially the R&B, Mechanical Engineering (PWD) department had demonstrated the highly parochial and irrational nature of transfers and exploded the myth of good governance." Sounding a note of caution, Singh urged the Chief Minister to keep a vigil on his subordinates and check the "menace of unscrupulous and whimsical" transfers so as to save the fast eroding credibility of his government.
