| Cong ministers hold meeting on matters of 'disagreement' | | | EARLY TIMES REPORT JAMMU, Apr 30: The cabinet meeting on April 29 in which some Congress ministers expressed certain reservations about the new transfer policy is a latest episode suggesting that coalition partners need frequent greasing on their wheels to run the NC led alliance government in the state. And there could have no better 'trouble shooter' in the scne that has emerged than the arrival of J&K PCC chief Prof Saif-u-Din Soz in the winter capital. Sources said Prof Soz held a meeting with five cabinet ministers today at Gandhi Nagar in which the latter raised some matters including the latest issue of transfer policy with which many of them did not agree in the cabinet meeting. The policy was included in the agenda for approval but could not get through on account of certain reservations Congress ministers expressed. Sources said these reservations were on the ground that on account of some proposed points, they were divested of 'good amount of powers' in making transfers at the highest levels in both civil administration as well as the Police department. According to new policy these provisions have been now kept to the confines of Chief Minister's authority. The contention of Congress ministers who objected to this was also that they were taken into confidence while framing and formulating this policy, sources said. Such was the annoyance of one of the ministers that he went on to say that if things were to happen in a new manner under the new policy, then Jammu ministers should be authorized to make transfers separately in Jammu region, sources added. If that the fact to be relied, this manifestation not only reflects differences among the main coalition partners but also suggests that on certain issues, the allies can and are bent upon to make the 'divides' on regional basis. It is in this context of disagreement and 'suggestions' which emanated in the cabinet meeting on Thursday that meeting of the Congress ministers with Prof Soz assumes significance. Those who were present in the meeting today included Relief and Revenue minister Raman Bhalla, PHE and Irrigation Minister Taj Mohi-u-din , Agriculture Minister Ghulam Hassan Mir and Minister of Higher and Medical Education RS Chib. Though in the cabinet meeting , Deputy Chief Minister Tara Chand is also believed to agreed to the 'disagreement' of party colleagues on certain points in the transfer policy, he remained absent from today's meeting with Prof Soz for the apparent political reasons. Though a cabinet sub committee has now been formed for the purpose of examining and studying the transfer policy afresh, it is interesting to note that not a single minister is from Jammu in the cabinet sub committee. Whether that has been 'conveniently' accepted by the Congress ministers from Jammu or deliberately chosen to ignored, has not yet come up at any level. Sources said in the meeting apart from transfer policy, the Congress leaders also discussed the issue of employees , particularly what many see as adamancy of the government on continuance of 'no work no pay' system . It was seen and discussed in context of as to what implications it can have on the party in particular in coming time where it has to engage itself at all levels with preparations for civic polls ahead. Now with Prof Soz in the picture, as always he is believed to have played the role of 'trouble shooter' with some understanding on what Congress ministers contended on the issues. Since Prof Soz is also a member of Coordination Committee which is expected to 'grease' the wheels of coalition particularly on matters of differences, his presence is being seen more than welcome not only by the Congress group but NC as well.
