JKBOSE refutes officials' involvement in paper leakage, smuggling of sheets
Slew of measures initiated to improve secrecy, transparency of examination system

JAMMU, May 1: After facing severe criticism over inept handling of examination system from various quarters, Jammu Kashmir Board of School Education (JKBOSE) authorities today refuted the reports about the level of involvement of its officials in the infamous paper leakage and answer-copies smuggling cases.
The Board authorities also asked the media not to sensationalize the whole issue but, report the matter with complete facts and figures so as to help in improving its functioning. In a formal interaction with media persons since the infamous episode of paper leakage and smuggling of answer sheets this morning, Deshbandhu Gupta, Chairman JKBOSE, thou-gh, appreciated the role of media in exposing the corrupt practices pertaining to conduct of various examinations at secondary and higher secondary levels, yet he underlined the need of factual reporting, saying it would erode the creditability of the institution and people would lose their faith in the system.
He however, alleged that there was a "deliberate attempt" from some quarters to malign the image of BOSE owing to which rumors were being circulated in media and the figures pertaining to paper leakage and smuggling of answer copies were exaggerated with "ill-motives" to paralyse the functioning of Board. The Chairman asserted, "Undeterred by the nefarious designs of anti-social elements to tarnish the image of the Board, our officials are working day and night to improve the things and also making the entire system fool-proof with the use of latest technology."
"In the backdrop of recent complaints of paper leakage and smuggling of sheets, the Board is now more vigilant and adopting pro-active approach in tackling the practices of paper-leakage, smuggling of answer sheets, use of unfair means by students, use of mobile phones in examination centre etc," he maintained.
He also denied the reports that Mohan Singh, who is in custody on the charges of leaking question papers, was posted in Strong Room of Board since 12 years and clarified that he was made incharge of the Strong Room on February 27, 2010.
Besides, he Gupta also refuted reports that a large number of answer copies were smuggled out from Board by one Dayal Singh, a Higher Education Department deputed with the Board for Checking Duty, and clarified that their internal probe has clarified that all the copies are intact except those which were found by the police.
Meanwhile, the Chairman also briefed about various decisions taken by the Examination Committee of BOSE, which included custody of question papers to J&K Bank, use of tamper proof envelopes, multiple series of question papers, single paper scheme, introduction of grading system, more transparency in appointment of superintendents and supervisory staff, strict vigil in Secrecy Block by using extra human force for thorough check, besides CCTVs with recording devices will be used for this purpose in all sections of the Board including Strong Room, Secrecy Block and Code Rooms, introduction of bar code system and others.
The Chairman also refuted report that all the papers were leaked and questioned its validity. "No agency can claim that all the papers were leaked until and unless the investigation is completed and things are proved," he said. "Such statements are highly irresponsible and would only dent the morale of hard-working students and their parents. Right now, we are conducting private examination of 10th and 12th classes and now this time there is no report of paper leakage," he maintained.
Secretary Sheikh Bashir Ahmed and all the joint secretaries were also present during the press conference.
