| Merger of HPMC with HPMD not in interest of state | | | EARLY TIMES REPORT DODA, May 4: During 54th meeting of Board of Directors (BOD) of J&KHPMC held on 15th February 2010 proposal for merger of J&KHPMC with Horticulture Planning & Marketing Department was considered and it was resolved that "in view of the objectives of the Department of Horticulture (P&M) and J&KHPMC being of identical nature, Principal Secretary Agriculture Production Department, Commissioner/Secretary Finance and Commissioner/Secretary Planning & Development Department shall work out the modalities for merger of two organizations in light of proposal submitted by Corporation and shall put up their recommendations in matter to Minister for further action." Main objectives of the Department of Horticulture (P&M) and J&KHPMC being of identical nature, as given by MD J&KHPMC for proposed merger, is far away from the truth and only a misleading statement. Department of Horticulture (P&M) has "Advisory & Guiding role" for welfare of J&K state Fruit & Vegetable growers, whereas objective of J&KHPMC is purely to undertake "Commercial Activities" With enforcement of APMR Act 1997 in the state, role of Department of Horticulture (P&M) is also that of a "Fruit & Vegetable Market Regulator", whereas role of J&KHPMC is merely that of a "Trader". J&KHPMC employees, since long, have been damaging said corporation despite of its big infrastructure sufficient enough not only to earn their salaries but also to generate funds for welfare of the state. Surprising as well as unfortunate it is that despite of big infrastructure and resources for revenue generation, J&KHPMC is plagued with problems like including Huge Bank Liabilities, Un-Utilization/Under- Utilization of Assets, Delays in Execution of Projects, Pending Audit of Accounts since 10-15 years, Huge Market Outstanding, Crop Loan Defaulters, Dependence upon "Budgetary Assistance" by Government to meet staff related payments. Adding to surprise rather shocking, recently employees of J&KHPMC were rewarded for their poor performance and they were promoted to higher grade/post, thus putting more burdens on the Government exchequer. Isn't it a reversal to the "State Policy" and the "Austerity Measures". The employees of J&KHPMC have tried to mislead the authorities about objectives of the Department of Horticulture Planning & Marketing and the J&KHPMC being of identical nature only to lay their hands on model infrastructure of Agriculture Produce Market Committees (Satellite/Terminal Fruit & Vegetable Markets) created by Department of Horticulture Planning & Marketing in J&K during last one decade. The "Proposed Merger" shall not only adversely affect the working culture prevailing among employees of Department of Horticulture Planning & Marketing, but shall also lead the department towards "Path of Deterioration" on which J&KHPMC has been pushed to by its employees. It'll definitely be a reversal to the "State Policy" of promoting & rewarding "well performing employees" and doing away with the "proven non-performing employees" as "dead-wood".
