| Kashmiris for any solution which would end bloodshed | | | Early Times Report Jammu, May 6: Once again the restoration of greater autonomy to Jammu and Kashmir and the idea of self-rule have started surfacing in the political spectrum of the troubled state. The National Conference leadership seems to be optimistic about its demand being conceded because a reference to autonomy has been made in the Justice Saghir Ahmed report. Ahmed has stated in the report that the idea of autonomy could be reexamined and left it to the Prime Minister to see whether restoration of autonomy could be conceded as per the demand of the National Conference or with some modification. The National Conference leadership is hopeful that restoration of autonomy alone could settle the Kashmir issue. Against this the PDP believes that autonomy, as conceived by the National Conference, can be an internal political and administrative arrangement between Srinagar and Delhi. It does not address the external dimensions of the Kashmir issue. To the PDP leadership implementation of the self-rule idea would address both the internal and external dimensions of the Kashmir issue.Not only this a section of the PDP leadership is of the view that since self-rule concept was akin to the four-point Kashmir proposal dished out by former Pakistan President, Gen. Parvez Musharraf, the idea could receive support from people across the LOC. Both the National Conference and the PDP claim that autonomy and the self-rule were within the parametres of the constitution of India.yes the two ideas neither favour Kashmir's incorporation with Pakistan nor its liberation.But the constitutional experts are of the opinion that since Jammu and Kashmir enjoyed autonomy till 1952 there was no harm if the experiment was repeated.But these very experts argue that the experiment may not yield the desired results when the Kashmiri separatists were opposed ot it and so was the establishment in Islamabad.If the latest statement of Pakistan Foreign Minister, Shah Mehmood Qureshi,is any guide Pakistan is not ready to accept any solution except that of granting right of self-determination to the people of Jammu and Kashmir.This very song is being sung by the separatists,especially the hardliners,led by Syed Ali Shah Geelani.Supporters of PDP,therefore,want the self-rule idea to be implemented as it would not be rejected with so much anger as autonomy demand could be.But the staunch nationalist forces in the state and in the country are not prepared to support self-rule idea which favours joint management over Jammu and Kashmir.That would mean dilution of the 60-year old state's accession with India.They opine that greater people to people contact ,porous border and joint management would open floodgates for infiltrators.Even when the Srinagar-Muzaffarabad road and Poonch-Rawlakot route had not been thrown open to trade and traffic militants,in thousands,had crossed into Jammu and Kashmir since 1987-88.Yes,there are others who have been clamouring for "Azadi" restoration of greater autonomy could satisfy their aspirations because the arrangement will be slightly less than "Azadi."But as far as satisfying the demand of pro-Azadi forces self-rule idea of the PDP could pave the way for greater "Azadi" without state getting delinked from India.Delhi does not seem in a hurry to accept either the demand for greater autonomy or that of self-rule and this is evident by the way it has agreed to reopen the channels of the stalled dialogue process with Pakistn.Till then both the National Conference and the PDP have decided to sell their ideas.It is immaterial whether there are buyers for these ideas or not.As far as the Jammu and Ladakh regions are concerned neither autonomy nor self-rule will have enough buyers.There may be buyers to the two ideas within Kashmir where people want any solution which could end bloodshed.
