| Pak should not limit dialogue to plebiscite only | | | Even while favouring settlement of the Kashmir issue through peaceful negotiations Pakistan Foreign Minister,Shah Mehmood Qureshi,seems to be trying to set the agenda for the proposed talks.He has left people in the Indian subcontinent guessing and thinking by telling the national Assembly that the Pakistan Government was in touch with the leaders in the Indian administered Kashmir and that of Pakistan occupied Kashmir with the purpose of involving them in the parleys.He has stated that involvement of these Kashmiri leaders in the talks was necessary because a solution to the Kashmir issue could be durable if it satisfied the aspirations of the people of the two Kashmirs.Neither he explained about the names of the leaders with whom Islamabad was in touch nor did he hesitate conveying to India that granting right of self-determination to the people of Kashmir,as provided in the UN resolution on Kashmir,could result in a durable settlement of the issue.Qureshi is supposed to know that when Islamabad has been pleading with Delhi for the resumption of the composite dialogue,which had been suspended following the terrorist strike in Mumbai in 2008,the purpose of holding these talks gets defeated if Pakistan wants people to be given the right of self-determination.This is exactly what the chief of Tehrik Hurriyat Conference,Syed Akli Shah,has been demanding.Geelani has been consistent in demanding right of self-determination as provided in the UN resolution.Possibly both Geelai and Qureshi have voiced their opinion favouring grant of right of self-determination on the assumption that as a muslim majority state the people will vote for Kashmir's incorporation with Pakistan.It may be mentioned here that in the UN resolution there are only two courses open for the people,either they have to vote in favour of the state's accession with India or vote for Kashmir's incorporation with Pakistan.ttere is no third option,that is freedom or independence,open for the people.Jammu and Kashmir state does not comprise muslim majority valley only.Two regions,Jammu and Ladakh,are part of the state and in these two regions majority was not prepared to vote for Kashmir's incorporation with Pakistan.Those in the valley are for an independent Kashmir.The number of such people has swelled during the last 20 years.There are others who are expected to vote for the status quo.They may vote against Kashmir joining Pakistan.Even in the muslim majority Kashmir valley not many common Kashmiri will vote for valley's incorporation with Pakistan because they have suffered on account of Pak-sponsored militancy in the state which has caused havoc in otherwise scenic valley. Qureshi seems to have ignored the main clause behind the UN resolution. It is clear when it says that before the plebiscite is held Pakistan should withdraw all its forces from occupied Kashmir.And right from the day the UN resolution was adopted Pakistan had been raking up the grant of right of self-determination to the people of Kashmir without neither saying anything about the pullout of its troops from Azad Kashmir nor making public its policy on the issue.The situation in Jammu and Kashmir has registered a material change in the sense that the common masses in the state are opposed to Geelani's or Qureshi's idea of Kashmir becoming Pakistan's another colony.If Islamabad wants resumption of the composite dialogue it cannot expect Delhi to limit discussion only on the right of self-determination.Let the two sides sih together with sincere intentions and try to discuss a nmber of solutions. When even an illiterate person is asked whether there can be a solution to the Kashmir issue which satisfes the aspirations of Delhi,Islamabad and the people of Jammu and Kashmir his answer is emphatic "NO."This is waht Delhi and Islamabad too know.The proper solution would be to maintain the status quo with one major change in the people to people contact,in the trade and travel system.Let the two sides concentrate their efforts on confidence building measures and for ameliorating the lost of people in the two countries.( |
