| ‘Eliminate Pak demand for referendum in J&K’ | | Self-Rule for greater integration of state with Indian Union: Beig | | JKAMMU OCT-15 Underscoring imperative need of Self-Rule in Jammu and Kashmir state, the former Deputy Chief Minister and senior PDP leader Muzaffar Hussain Beig today said that this demand is for greater integration of the State with the rest of the country. Speaking on the subject of the Self-rule, he said that besides ensuring equal opportunities of development to people of all the three regions of the state, it would make them self reliant. Removing apprehensions being created by some political leaders about the self rule issue, he said it was first raised by Pak President and maintained that it does not mean merger of the state with Pakistan as was being projected by opposition parties for their political ends. Elaborating to front line party leaders of Jammu Province, Beig said that party patron Mufti Mohammed Sayed made this demand to PM Manmohan Singh at the second Roundtable Conference held at Srinagar after thoroughly pondering over the subject and considering its all pros and cons. He said the self- rule would automatically eliminate the demand of referendum being raised by Pakistan from time to time in UNO adding that Kashmir issue will be solved permanently. Distinguishing self- rule from the autonomy, he said, the autonomy demand would mean abrogation of all Central laws implemented in the state after 1953 .He said while the self-rule demand propose a solution of the belated issues once for all, the autonomy demand speak about the external-internal dimensions of the issue. Elaborating further, he said the concept of self- rule provides for political satisfaction and empowerment of various regions and sub-regions, whereas the demand of autonomy lacks such demands. Referring to Centre-State relationship, the PDP leader said that Section three of the Constitution of Jammu and Kashmir State clearly defines Jammu and Kashmir as an integral part of the Indian Union adding that this provision cannot be altered or amended by any Constitution mechanizations as provided under Article 147 of the State Constitution. Describing Article 370 as a bridge between Jammu and Kashmir and the Indian Union, the former Deputy Chief Minister reminded those advocating for its abrogation that if it was done away with, the authority of the Government of India would be limited. Saying that various Central laws like extension of Supreme Court and Election Commission of India applicable to Jammu and Kashmir are of vital importance but added that provision of Article 356 which is bad in law must be replaced by some provisions with empowerment of the people of Jammu and Kashmir to elect a local head of the State by an agreeable mechanism to further create a balance of power in intra-regions as such a head of the State may come from either of the provinces of the State on a rotation basis. A party handout claimed that Beig favoured the creation of three economic zones for ensuring exploitation of the state’s resources for promotion of trade and other economic activities. Advocating for strong Pakistan, the PDP leader emphasized that if Pakistan is disintegrated and governed by fundamentalists, it would be dangerous for the country.
