Education for sustainable growth and development
5/8/2010 11:09:00 PM
Khushwant S Ranial
Education is one of the proven potent tool of social awakening and it is this social awareness that enriches social national and international bond and brotherhood. Apart, economic upliftment does take place equally through the dissemination of education. Quite realizing these two factors importantly, the present UPA regime has thrown her best in attending to the outnumbered core issues afflicting to education to bring sea change in the domain of education so that sustainable growth and development of the nation could take place. The six percent allocation on education of the GDP, itself speaks about the concern of the UPA government which has been set and earmarked in her National common minimum programme. Further more, imposition of cess in central taxes to finance schemes pertaining renovation and upgradation of the outmoded infrastructure for the quality heightened educational level is an another shot in the armoury. Similarly setting up a national commission to seek inputs on the fund allocation and enacting pilot schemes in grey areas concerning education does well reflect the serious mood of the PM Manmohan Singh. Moreover, it is imperative to do so in the light of new information revolution era otherwise in the absence of any true efforts, there is every likelihood of collapse at any moment. In this regard, an unexpected whooping hike in the net outlay plan laid in year 2004-05 (as 8, 225 crore) to (Rs 18,337) crores) followed by 58% hike in social welfare and Nutritional programmes and around 25% in health sectors, in annual outlay plan of year 2005-06, justifies the desired objectives of the government. The aim of universalizing education upto primary level and secondary level, by largely imphasizing on NCC, sports activities, play way means, extra co-curricular activities, NSS debates, workshops, holding seminars etc to inculcate rich amount of knowledge for harmonious growth and personality development is conceived to be the rightest way to scale the ladder of success. The motto of ensuing schemes like SSA/ICDS/MDM to attract young crop and hold those who seek access to education even in the far flung and rural areas are definitely a part of long devised strategy in the excellence and promotion of education. No doubt, such an endeavour has managed to check the drop-out level as well as raise the strength of young entitled crop but personally it has been felt that for better implementation of such schemes, more man power is required which may be afforded special training solely to carryout such schemes in true letter and spirit. Presently, the trend of picking a worker for implementing such schemes from the quality of the available staff is not a good approach. The teaching learning process has suffered. The inadequacy of the staff has led the educand to suffer due to the extra work load which distracts the attention of teacher. To keep quality of education at highest peak, separate recruitment be made out. Further children are over strained and stressed. They have been burdened with 10-12 subjects upto class 2nd and 3rd stage only. Here in the area, analytical reasoning is desired to curtail the work load to discourage cramming and rote memory. Although, an attempt is sought in universalizing examination pattern, yet a lot is desired to meet objectives. Like lessening the boredom burden of psychological stress of the examination in the field of computers, space technology and management studies, India has sought attraction world over. More IIT’s and IIM’s are required to be set up in future so that our aspiring talent do not venture to go out for a permanent settlement. Infact, now many nations have even extended friendly support to boost the educational level of their own interests and desirability. Above all, what is highly required is to check rampant growing unemployment scale. For this, education worth technical knowledge should be provided so that an educated youth have not to bank upon others for alms after the completion of studies. The help of more private enterprises in creating job avenues needs to be focused. Also, export processing zones should be set up to utilize the services of trained manpower for gaining foreign exchange. The present regime must comprehend it well that released volume of package is not going to churn profits. It should be treated just as a beining phase of a long story. The only aspect to cover honesty is to ensure that allocated funds must not be siphoned off and should reach to its logical ends to meet the needs of the hour. Any misadventure in use of these laid funds will definitely slow down the pace of growth and development in the field of education. As per data available from National Literacy Mission statistics, we have been achieved nearly 90% success rate upto primary level education, and 10% upto secondary level but in respect to the higher education still we have to 2-digit figure in terms of percentage. And it is the only higher educational level which builds, image of a nation. More the opportunities more will be the scope of research work and ultimately better prospects of newer and newer information emanates. But all this requires huge funding which a common ruralite and middle class family is not in a position to afford. The state should remain prepared to onus this expenditure. In absence of such a phase augmented purpose will be defeated.
